VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING May 1, 2017

            The Sidney Village Board met on the above date for the regular monthly meeting.  President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.   The following trustees were present:  Arrasmith, Finn, Bickers, McCloud, and Schluter.  Supervisor of Operations Bennett, Attorney Marc Miller, and Clerk Moore  were also present.  Treasurer Reinhart arrived at 7:50 p.m. Trustee Roberts was absent.
 
            Clerk Moore administered the oaths of office to newly elected Trustees Arrasmith, Bickers, and Finn and to newly elected President Charles White.  They were then seated.
 
            Trustee McCloud moved that the minutes of the April 3, 2017, Board of Trustees regular meeting be approved.   Trustee Finn seconded the motion.  The motion carried with all ayes on a roll call vote.
           
            PUBLIC COMMENTS:
 
            None
           
            PRESIDENT WHITE'S COMMENTS
 
            President White said that he was appointing Troy Roberts to the vacant Trustee position.  Trustee McCloud moved that the appointment be confirmed.  Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.   President announced that the committees would remain the same.
           
            There are no fees to be paid yet on Brett Bennett's application.
 
            President White attended the CIMOA meeting April 20 at the Savoy Recreation Center.  Mr. Jones of the Champaign County Sheriff's Department spoke.
 
            Trustee McCloud moved that Peggy Carlson be hired as the custodian for the Community Building at $1.25 an hour.  Trustee Schluter seconded the motion; the motion carried with all ayes on a roll call vote.  Ms Carlson is also employed by the library as a custodian.
 
            The Board set May 8 at 7 p.m. for a special meeting to work on appropriations.
 
            President White will be gone May 19-29.
           
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller presented the prevailing wage ordinance.  Trustee Arrasmith moved that the Board approve Ordinance 2017-03, the 2017 Prevailing Wage Ordinance in the Village of Sidney, Illinois.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
 
            Attorney Miller also presented the ordinance  regulating the use of the parks and property owned by the Village.  The Trustees wanted more time to look over the appendix  before acting.  The ordinance will be reviewed at next month's meeting.
 
            Attorney Miller had been contacted by a family wanting to divide a parcel of land that is within the mile and a half control of the Village.  He presented a resolution on waiving the Village's jurisdiction over this parcel of land.  The Trustees wanted more time to study this matter so this will be put on next month's meeting's agenda also.
 
            EARL BENNETT'S REPORT
 
            Dumpster Day was postponed until May 6 because of the heavy rains.  Everything will remain the same.  Limb pickup is going on this week. 
            The drainage tile has been cleaned and jetted.  There is a tile on Main Street that is collapsed.  This will have to be fixed by a hired company because of so many utilities being in its proximity. 
            Hydrant flushing has been going on and cleaning of the water mains.  The chlorine level is up because of this but should be back to normal by the end of the week.  The level is still within the safety guidelines.
            Supervisor Bennett will be meeting with Trustee Roberts on the water meters.
 
            FINANCE REPORT
 
            The financial reports were read by Trustee McCloud.  Trustee McCloud moved that the bills be paid with the additions of $610.09 to Locis, $11,003.35 to Illinois American Water, $335 to Water Solutions, and $178.26 to Orkin.  Trustee Arrasmith seconded the motion.  The motion carried with all ayes on a roll call vote. 
            A new representative of the audit firm, Martin, Hood, and Friese, has contacted Royal Bookkeeping Service and Clerk Moore about beginning the audit.
 
             STREETS AND ALLEY
 
            There will be a bid opening May 16 at 10:00 a.m. In the Community Building for street repairs funded by the motor fuel tax.
           
            WATER/SEWER/UTILITY
 
            2,605,082 gallons of water were pumped in April with a daily average of 83,502 gallons.
            $21,954.77 was received in April with $29.14 in sewer planning money. 107 penalty bills were sent.
           
            PUBLIC PROPERTY
 
            One building permit was issued in April:  Zachary Weaver, 11 James Court, fence, #696, $50.
            Trustee Arrasmith will be meeting with Kevin Sanderson to set a schedule for trees to be taken down or trimmed.  He may consider getting estimates from other companies.
            Nothing to report on the building or ESDA.  Trustees discussed about what their next move will be in regard to the Community Building.
           
            PARKS AND RECREATION
 
            Trustee Bickers reported that the ballgames are underway.
           
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter started a Village Twitter account. He had posted about the elevated chlorine levels on the site.  He also had posted the schedules for three baseball teams playing at Witt Park.  He is trying to build up and enhance the social media involvement for the Village.
            A public member suggestion was a  booth at Fun Daze so that townspeople could meet and talk to the Trustees.  This could work if only two Trustees at a time manned it. 
 
            NEW BUSINESS
 
            President White announced that Supervisor Bennett and Brett Bennett went to training sponsored by the Illinois Municipal League Risk Management Association.  The training was for prevention of losses and injuries by safety measures.  They were awarded certificates for completing the training.
 
            President White has received correspondence about a solar farm within the mile and a half jurisdiction limit of the Village.  He will be reporting more as he hears more.
           
            Trustee Arrasmith moved that the meeting be adjourned.  Trustee Schluter seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 7:59 p.m.
