VILLAGE OF SIDNEY BOARD OF TRUSTEES SPECIAL MEETING March 13th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 6:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris, Bickers, Gadeken, Laurent, Schluter, and Hooker.  Village Clerk Fish and Village Maintenance Supervisor Wyant were also present.
 
PUBLIC COMMENTS:
         
          Resident Bill O'Neil introduced himself to the board and let them know that he would be interested in the Trustee position that will be vacated by Trustee Schluter in May 2023 that no one had run for. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the March 6th, 2023 Board of Trustees meeting.  Trustee Schluter moved that the minutes of the March 6th, 2023 Board of Trustees meeting be approved. Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked the board members to review and approve  Ordinance #2023-01 “An Ordinance amending part II of the code of ordinances of the Village of Sidney Illinois to add chapter 125 relating to the regulation of fences by restricting visibility triangles” which basically states that a fence cannot be closer than 10 feet or be higher than 3 feet at intersections.  Trustee Laurent made a motion to approve Ordinance #2023-01. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote. 
         
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller was absent.
 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that he was still waiting to receive bids to replace the Sidney Community Library roof.  Trustee Bickers made a motion to go ahead an approve up to $25,000 to replace the roof of the Sidney Community Library so that it could be started as soon as possible.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
 
 
 
FINANCE REPORT
 
          Trustee Hooker did not have anything to report.
          
          STREETS AND ALLEY
 
          Trustee Gadeken did not have anything to report.
 
          WATER/SEWER/UTILITY
 
          Trustee Harris did not have anything to report.
 
PUBLIC PROPERTY
 
          Trustee Bickers did not have anything to report.
 
PARKS AND RECREATION
 
          Trustee Laurent reported that he is still waiting on bids to repair the batting cage at Witt Park.  He would like this moved to next month's agenda.
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter did not have anything to report.
 
         
          Trustee Bickers made a motion to adjourn the meeting.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 6:14pm.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING March 6th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris, Bickers, Gadeken, Laurent, Schluter, and Hooker.  Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.
 
PUBLIC COMMENTS:
         
          Resident Kurt Foster commented that the roof at the Sidney Community Library was leaking during the huge rainstorm we had last Friday.  He also reported that during that same storm some dead branches from a tree at the Sidney Fire Protection District fell onto a neighboring property causing damage and that one of the school bus shelters at the Community Building had blown over. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the February 6th, 2023 Board of Trustees meeting.  Trustee Schluter moved that the minutes of the February 6th, 2023 Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then stated that Trustee Schluter, who is the current liquor commissioner, will not be running for re-election this year so someone else will need to take over as liquor  commissioner.  President Arrasmith then appointed Trustee Harris as liquor commissioner. 
          President Arrasmith then reported that the county does bridge inspections every few years and that they are in good condition and that they recommended some brush removal around the Byron Street bridge. 
         
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller asked Brian Krutsinger, who lives within 1.5 miles of the Village, to explain to the board members why he would like to rezone a portion of his property from conservation to agriculture.  He stated that his entire property is zoned as conservation right now and he would like to rezone a portion of that to agriculture to separate it out from the river bottoms and timber on his property to make it more appealing for buyers.  The trustees wanted to be sure that he would not be able to use it for commercial purposes with this change; Attorney Miller assured them that he would not be able to.  Trustee Harris made a motion to waive extraterritorial jurisdiction and otherwise consent to the breakout of a 11.49 acre tract from a 30.37 acre tract commonly known as 2197 CR 1100 N Sidney, Illinois and to authorize the Village Board President or Village Clerk to provide a letter confirming said waiver/consent.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that it is going to cost $565 per dumpster to rent them from Captain Hook for Dumpster Days for a total of $4,520 for 8 of them; they will only charge us for the ones we use.  Trustee Harris made a motion to approve the cost of the dumpsters for this years Dumpster Days on Saturday, April 29th.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.  Trustee Bickers also stated that he would like to see a Dumpster Days in the fall as well as the spring. 
          Supervisor Wyant then stated that he had received a bid from Krutsinger Electric regarding installing the gifted generator at the Maintenance Shed.  He is still waiting on two more bids and would like this moved to next month's agenda. 
          He then reported that CB Construction has ordered the metal for the Maintenance Shed and they will begin sometime in the next two weeks. 
          He also was informed that the Library roof was leaking and that he is having White Roofing come by to give us a bid.
          Supervisor Wyant then reported that Trustee Schluter was able to get the Village a tremendous deal from Gil Athletics regarding purchasing new bleachers for Witt Park from them.  The price for a 5 row 16 foot metal bleacher is $4,210 and with the discount they are only charging us $1,481 plus tax.  Trustee Gadeken made a motion to spend up to $6,500 to purchase 4 sets of five row metal bleachers.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.  Trustee Laurent then stated that they will need a bid for concrete to set the posts in the batting cage properly and to add that to next month's agenda.  
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $100 to Champaign County Highway Department for the bridge inspections and $105 to Miller and Hendren.  Trustee Harris seconded the motion; the motion passed with all ayes on roll call vote. 
          
           STREETS AND ALLEY
 
          Trustee Gadeken stated that he will be contacting Farnsworth Group about the route for tar and chipping of the village roads this summer and he will also be making a trip around town to see which road signs need to be fixed or replaced. 
 
 
         
WATER/SEWER/UTILITY
 
          Trustee Harris did not have anything to report.
 
PUBLIC PROPERTY
 
          Trustee Bickers did not have anything to report.
 
PARKS AND RECREATION
 
          Trustee Laurent reported that they are working on swapping kids around to make baseball teams. 
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter did not have anything to report.
 
          NEW BUSINESS
 
          President Arrasmith stated that the Board needs to have a Special Meeting to discuss and approve a Visibility Triangle Fence Ordinance which will be held on Monday, March 13th at 6pm at the Community Building. 
         
          Trustee Gadeken made a motion to adjourn the meeting.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:39pm.
