VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING June 4,  2018

            The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened  at 7:00 p.m. with the Pledge of Allegiance. President White called the meeting to order.   The following trustees were present:  Arrasmith, McCloud,  and Schluter.  Supervisor of Operations Bennett,  Treasurer Reinhart, and Attorney Marc Miller were also present.  Trustees Finn and Roberts and Clerk Moore were absent. Trustee Bickers came in at 7:05 p.m.
            Trustee Schluter moved that the minutes of the May 7, 2018, regular meeting of the Board of Trustees and of the May 16 special meeting and of the May 16 closed meeting be approved.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote. 
           
            PUBLIC COMMENTS:
 
            Mike Roy, Sidney Improvement Group president, discussed Sidney Fun Daze.  There will be a petting zoo this year, Saturday only, from 1-4 p.m.  Car show will be put on by the Fire Department on Saturday.  Mr. Roy said any donation from the Board would be appreciated.  Last year the Village donated $1,000.  In 2016 Trustee McCloud noted that the Board would like to see how Fun Daze goes before donating because of the potential expenses the Village faces, for example, a new community building.  A possible donation will be on next month's agenda.
           
            PRESIDENT WHITE'S COMMENTS
 
            The Sidney American Legion is still interested in meeting here, but nothing is set yet.
            President White reported that the office computer had been replaced for a total of $1,604.00 from Simplified Computers.
            The Champaign County Zoning Board of Appeals will meet again Thursday, June 7, at 7:00 p.m.  President White plans to attend.
            President White is now retired.  He would like his payment for being Village President every month instead of every six months.  The Board requested that the Treasurer contact Royal Bookkeeping for the change.
            President White checked on the Village's comprehensive plan.  It was filed in 2005.  He has a copy and it has been refiled at the County office.  He plans to check by next meeting that it is on file.
 
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller presented the Appropriations Ordinance. Trustee McCloud moved that Ordinance 2018-05, Annual Appropriation Ordinance for 2018-2019, be approved.  Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.
            An ordinance revising Billing and Disconnection of water service in the Village was presented.  Supervisor Bennett suggested amending the ordinance, that we need to keep records for at least two years.  Attorney Miller suggested getting an Illinois American Water tag and copy that.  Trustee McCloud suggested to Trustee Schluter that adding the procedure after water is shut off to the website would be beneficial to residents.  Additional suggestions included letting residents know five business days before shutoff and potentially having a minimum late fee.  Currently, there is a $50 reconnect fee after shutoff, but it is not charged.  Trustee McCloud suggested the chronic late payers need to be charged,.,  Attorney Miller said it is legal to have a graduated late charge (for example, $4, $10, $15).  If the ordinance is passed,  Attorney Miller suggested making it effective at a later date to allow time to send mailers to residents (two times) reminding of the upcoming change.  In the email list that Attorney Miller sent, #s six and seven are not included on the current hang tag and must be included.  #1 under “Method of Disconnection Notice Delivery” has to happen.
 
             EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that work will start on the roads on June 12.
            The summer employee, Jake White, is working at the park, doing well, still learning.
            The mower that is used to drag diamonds (purchased for $600) might need a water pump, which could cost approximately $1,000.  They are currently using the Kabota, but it is too wide.
           
            FINANCE REPORT
 
            The financial reports were read by Trustee McCloud.  She moved that the bills be paid with the addition of $1,230 to Stewart and Stewart and $118.80 to Open Road Asphalt.  Trustee Schluter seconded the motion.  The motion carried with all ayes on a roll call vote.
            Nothing to report on the audit, the Library audit, or codification.
 
             STREETS AND ALLEY
 
            Trustee Finn was absent.
            The Trustees decided that they need to discuss a new building and look at options.  President White noted that the Village does not qualify for exterior building grants but does qualify for materials used inside.  The building at White Roofing is available but needs work.  Trustees Arrasmith and Schluter are going to look into this as a possibility.
            MFT will be on next month's agenda.
           
            WATER/SEWER/UTILITY
 
            2,685,008 gallons of water were pumped in May with a daily average of 86,613 gallons.
            $29,677.12 was received in May. 100 penalty bills were sent.
           
            PUBLIC PROPERTY
 
            No building permits were issued in May.
            Trustee Arrasmith and Supervisor Bennett are putting together a list of trees on Village property that need to be cut down.
            Nothing on ESDA
            President White and Supervisor Bennett are going to be getting a list of inoperable cars and will be taking pictures of them.
           
            PARKS AND RECREATION
 
            Trustee Bickers said that the fundraiser went well last weekend and will probably make what was made last year.  Approximately 187 people came.  Danielle Dillman won the grand prize.
            Trustee Bickers would like someone to take over for him next year.
            Trustee Bickers would like to look into a net to go between the ball diamonds.  A net would help prevent foul balls from entering the crowd.  He would also like to update the small diamond scoreboard as it is single digit, only going to nine.
           
            COMMUNITY DEVELOPMENT
 
            A resident had sent an email to Mike Roy stating that it is illegal to burn trash in Sidney.  Supervisor Bennett told Trustee Schluter to let her know to call the fire department to report any burning.  There is no charge for the first violation, just a warning, but there is a  fine after that.
 
            NEW BUSINESS
 
            None
 
            Trustee McCloud moved that the meeting be adjourned.  Trustee Arrasmith seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 8:35 p.m.
