Village Board of Trustees - Special Meeting - August 19, 2013

Disaster Relief Fund Committee
August 19, 2013

The Sidney Village Board Disaster Relief Fund committee met on the above date for a special meeting. The following trustees were present:  Arrasmith, Burr, and Osterbur.  Carol Moore, Village Clerk, was also present.  The meeting began at 7:13 p.m.

Trustee Osterbur had talked to Becky Lauher about the details of administering the fund.  After some discussion, the following guidelines were established, subject to Attorney Hendren's guidance and approval.

  1. The fund will be for people displaced from their residence because it is inhabitable due to fire, tornado, flood, or earthquake.
  2. The person affected should approach the Board for assistance.  That person should be 18 or older.
  3. Approval of assistance will be by simple majority of the Board.
  4. The amount granted will be $500 per household.
  5. The fund will be open to anyone living within the Village of Sidney, renter or owner.  (This might be changed to Sidney Township after checking with Becky.)

A question of whether to have the full Board meet to  vote or just a quorum because of the timeliness of granting a request was discussed.  It was decided to ask Attorney Hendren's opinion of the matter.
It was decided to send the guidelines to Attorney Hendren for his advice.

Meeting was adjourned at 8:00 p.m.

Village Board of Trustees - Meeting Minutes - August 5, 2013

The Sidney Village Board met on the above date for the regular monthly meeting.  President White called the meeting to order at 7:00 pm with the following trustees present: Arrasmith, Burr, Cokley, and  Osterbur. Trustees Catron and Roberts were absent. Village Clerk Moore, Attorney Hendren, Treasurer Riley, and Supervisor of Operations Bennett were also present. 

A motion was made by Trustee Arrasmith and seconded by Trustee Osterbur to approve the minutes of the last regular meeting July 1, 2013. Motion carried with all ayes on a roll call vote.

PUBLIC COMMENTS
President White presented John Finn, former Village President, with a plaque thanking him for his service in his two terms as President of the Board of Trustees.

Bryce Smith, 714 S. Sunset, was present to express his concerns for the traffic on his street. He said that the posted speed limit is 25 mph, but people speed all the time. He had called the county but with no results. He has children, and they have to cross this road to go to the bus stop.  There are also many other children in the neighborhood. President White said that he would talk to the county sheriff's office and will report back to Mr. Smith.

Ron Nussmeyer, 112 E. Main, was present with the same concerns about Main Street. There is a day care across the street with children playing outside. He also asked what to do with a barking dog and was told to call the county.

Keith Kropp, Sidney Improvement Group, said that the Fun Daze celebration went over well. Banning motorized vehicles from the downtown during its duration was appreciated by most people. He presented a check for $2,500 to Bethe Lynn, Sidney Library. $500 of the amount was donated by the Sidney Saloon. 

President White presented information about the 4th Annual Jerry Kammin Memorial Golf Outing at Blue Needles Golf Course, Catlin. The proceeds will go to the Victory Park fund.

Also, Dan Wyatt will have his annual poker run on August 24 with those proceeds benefiting Victory Park.

PRESIDENT WHITE'S COMMENTS
President White had talked to Mattoon Recycling again. The date for the first pickup will be Saturday, August 17. They will only be picking up recyclable metals, but there is a long list such as refrigerators, stoves, and water heaters. No electronics.

For electrical aggregation, the bids are in, and the rate is 4.203 per kilowatt hour.

President White presented the Flood Plain Ordinance 2013-03. The ordinance is the state model as suggested by FEMA. Trustee Arrasmith moved to adopt Flood Plain Ordinance 2013-03 with Trustee Burr seconding the motion. Motion carried with all trustees voting aye on a roll call vote.

ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren reported that he filed the Appropriation Ordinance and the Treasurer's Estimate of Revenue.

There was a question of the library and the Village's insurance covering the volunteers working on the library building. Attorney Hendren said the Village  needed to make sure that the library and its employees are on the insurance policy. Treasurer Riley will do this. Village Clerk Moore will get a list of the library employees and their salaries to give to Treasurer Riley.

PARKS AND RECREATION
Donna Hooker was present to present her request for ball park equipment as she had done last month. She asked to buy ten 55-gallon drums with lids at $45 each to store the helmets and a streamliner dryline marker with wet line attachment for $330. Trustee Cokley asked if the marker had pneumatic tires, which he prefers. Donna Hooker was unsure of this, and the Board decided that they could wait until spring to buy the marker when they had more information. Trustee Arrasmith moved that the Village buy the ten barrels at $45 apiece. Trustee Osterbur seconded the motion; motion carried with all trustees voting aye on a roll call vote.

Wally Hoffman suggested that the net be taken down after each season as he had released a hawk that had gotten tangled up in it. Trustee Cokley said that would be done.

Trustee Cokley asked Supervisor Bennett How valuable is the tractor at the ball park. Trustee Cokley suggested that the Village should trade in that tractor for a smaller tractor that can mow and drag the field. The Board told Trustee Cokley to pursue this.

Trustee Cokley expressed his displeasure of the maintenance of the dugouts and the park in general. Trash was not emptied and restrooms were not cleaned.

Trustee Cokley presented plans to clean up the separation of the outfield and infield of the ball park.

EARL BENNETT'S REPORT
Supervisor Bennett reported that there had been four water breaks that were repaired: 3 Southview, 206 Wilsey, and two downtown.

The repairs to the tile on Victory Street have been completed.

He is waiting on the EPA permit for the S. Scarborough water main project. This should take about forty days.

A workman's compensation claim has been filed. Gage Bolt was hurt during the Fun Daze setup.

In the north part of town on Bluff Street vandals had bent poles holding street name signs. The poles will have to be replaced.

The fall limb pickup will be the first week of September, 3-6.

FINANCE REPORT
In Trustee Catron's absence, Treasurer Riley read account balances in each account. Trustee Osterbur made a  motion to pay bills from the proper accounts as presented with the following additions: Foth, $337.50; Donahue, $$1,871.23; Bryant Services, $450 and $600; and the Villa Grove News, $16.50. Trustee Burr seconded the motion. Motion carried as all trustees present voted aye to a roll call vote.

President White presented information on the Illinois Municipal League Conference in Chicago on October 17-19. The cost for the conference is $295. Trustee Cokley moved that the Village pay the registration and hotel costs for President White and Trustee Catron. Trustee Burr seconded the motion; motion carried with all ayes on a roll call vote. 

STREETS AND ALLEY
There was one bid for the oiling and chipping of the roads in the center of town. The bid was Illiana Construction for $27,392. Trustee Osterbur moved that the Board accept Illiana's bid; Trustee Arrasmith seconded the motion. Motion carried with all trustees voting aye on a roll call vote.

Trustee Osterbur had taken an inventory of Slow: Children Playing signs in the Village. There are nineteen with 4-5 in Knox Point, the area that Bryce Smith is concerned about. After some discussion, Supervisor Bennett suggested that stop signs be put at Austin and Sunset, one northbound and one southbound. The Board agreed that this seemed to be the best plan. Warning signs for the stop signs will be posted also. The speed limit is 25 mph all the way out to the first crossroad. 

Trustee Osterbur will put some Slow: Children Playing signs in the Arrowhead subdivision.

WATER/SEWER/UTILITY
The bill from Illinois American Water for water used from May 23 to June 20 was $11,627.13.

2.861,593 gallons of water were pumped in July with a daily average of 92,309 gallons.

$31,947.28 was received in July with $10,576.05 in sewer planning money. 102 penalty bills were sent and 14 shutoffs. 

PUBLIC PROPERTY
No building permits were issued in July.

The bids for the concrete for the sidewalk by the town hall and for the repair to the sidewalk downtown came in together. The Board decided to wait on the two projects.

A bid was received from Sanderson Tree Service to remove the tree at 304 E. Byron and grind the stump and clean up for $680. Trustee Burr moved that the Board accept this bid. Trustee Cokley seconded the motion; the motion carried unanimously on a roll call vote with all trustee present voting aye.

Lisa Raymond had reported that townspeople were using the dumpster by the Community Building. The Board decided to move the dumpster to the Village Works building and put two cans at the Community Building. Supervisor Bennett will talk to Roger Dillman about this.

There are several abandoned or inoperable cars around town. Trustee Burr will start the process on getting rid of them.

COMMUNITY DEVELOPMENT
Trustee Arrasmith said that the Board meeting agendas and minutes are now being put on the web page.

OLD AND NEW BUSINESS
The newly formed Disaster Relief Fund committee will meet Monday, August 19 at 7:00 p.m. at the Community Building. Becky Lauher will be invited. They will discuss the details of administering the fund. It was suggested that $500 per family per incident would be best, but some questions were brought up. The committee will discuss this at their meeting.

A motion was made by Trustee Cokley and seconded by Trustee Osterbur to adjourn the meeting at 8:40 p.m. Motion carried.
