Village Board of Trustees - Meeting Minutes - September 2, 2014

The Sidney Village Board met on the above date for the regular monthly meeting. President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance. The following trustees were present: Arrasmith, McCloud, Catron, and Osterbur. Village Clerk Moore, Supervisor of Operations Bennett, and Attorney Hendren were also present. Trustees Roberts and Cokley were absent.

A motion was made by Trustee Catron and seconded by Trustee Osterbur to approve the minutes of the August 4, 2014, regular meeting. The motion passed with all ayes on a roll call vote.

PUBLIC COMMENTS:
John Finn was present and said he would be interested in a trustee position if one would become available.

Keith Kropp, Sidney Improvement Group, reported that SIG had made a donation to the Mills Breast Center and will make a donation to the proposed basketball court. He also turned in paperwork from the July Fun Daze.

Trina Quam and her son were present to inquire about the change in policy for the use of the pavilion at Witt Park. At this time, there is no change but perhaps will be in the future. She uses it with her church twice a year. Supervisor Bennett complimented her on the nice condition her group left the park in on Labor Day.

PRESIDENT WHITE'S COMMENTS
President White said that he had instructed Clerk Moore to send a letter to a resident about burning in the Village. The resident complied.

Another resident asked for a stop sign at Byron and White because she felt people were speeding. The Board decided against the request.

Residents have also complained about speeding and improper use of the alleys. They were instructed to call the sheriff.

There has also been complaints about a home business. President White will check the ordinance on that to see if the resident is in compliance.

President White said that the position of Village Treasurer needs to be advertised so that someone can be hired soon. The Treasurer's duties have already been approved, but the salary needed to be set. Trustee Osterbur said that the position should only take about 2-3 hours a month plus some travel to St. Joseph, usually two trips a month.
After some discussion, Trustee Osterbur moved that a salary of $100 a month be set that does include travel but that the Treasurer be paid additionally if he/she filled in for the Clerk at the Deputy Clerk's pay. Trustee Arrasmith seconded the motion. The motion was approved with all ayes on a roll call vote.

President White reported that the library will be moving into its new building this month and that the Village needs to look at remodeling the space for the Village Clerk. He will have some contractors in to get ideas on the remodeling and on the cost.

ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren explained the two options for changing the way trustees are paid, one taking effect in 2015 with some trustees being paid on the old ordinance and some on the new, and the other with all trustee being paid the same and taking effect in April 2017. Attorney Hendren was directed to write up the ordinance to take effect in 2017 for a vote at the October meeting.

Attorney Hendren presented Ordinance No. 2014-06, an Ordinance Amending the Water Rate Provisions of the Rules and Regulations of the Combined Municipal Waterworks and Sewerage System of the Village of Sidney, Illinois, raising the water rates to $21 for the first 2000 gallons and $9.45 for each 1000 gallons used in addition to the 2000 gallons or a portion thereof. Trustee Arrasmith moved that Ordinance 2014-06 be adopted. Trustee Osterbur seconded the motion. The motion carried with all ayes on a roll call vote. The change will be reflected in the November bill.

EARL BENNETT'S REPORT
Supervisor Bennett presented the bids for the water tower project. Six bids were submitted with the low bid from Maguire Iron, Inc., of Sioux Falls, South Dakota. That bid met all specifications, and the work should be completed by June 15, 2015. Trustee Catron moved that the bid from Maguire Iron, Inc., be accepted. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.

Supervisor Bennett reported that the EPA had a concern and that the Village will probably receive a recommendation, not a violation, to correct the situation. This is at the reading site on Route 130.

Supervisor Bennett had researched storage sheds and said that a 30x32 shed would cost $17,440 with additional costs of prep work and rock. If half of the pavilion at Witt Park were used, a 24x24 shed could be build for $4,000. This would be a stop gap measure until a bigger building could be built as the Village could afford it. Trustee McCloud moved that the a storage shed at the Witt Park Pavilion be built at a cost not to exceed $4,000. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.

FINANCE REPORT
Trustee Osterbur read the balances in all the accounts and then moved that the bills be paid with the addition of $300 to CMDesign & Illustration. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote. Some questions were asked about some entries and Trustee Osterbur will ask Royal Bookkeeping about these.

STREETS AND ALLEY
Trustee Catron told about the progress of the basketball court planning. Sidney Township has volunteered to pay for the goals and bicycle racks. SIG is donating $3,000. The bid was $8,200 from Randy Frick to pour and finish the court. The base would be $600 extra and two goals at $1,000 apiece would bring the total to $10,800. Other trustees had suggested that we add fences and a bicycle rack, bringing the cost to $16,000 estimated. It was decided to wait on the fence until we see if it is needed or, if so, where it should be put. With the money saved, the Village would be able to buy soccer goals. Trustee McCloud had a price of $2,870 for the goals from Gill. President White questioned whether SIG would have enough money for other SIG projects or enough startup money for next year's Fun Daze with a $3,000 donation to the basketball court. Trustee Arrasmith thought that the Village should complete the basketball court before committing to buying soccer goals. Trustee Catron moved that the Village pay for the basketball court and materials not to exceed $12,000. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.

WATER/SEWER/UTILITY
3,042,543 gallons of water were pumped in August with a daily average of 98,146 gallons. (Read by Supervisor Bennett)

$29,125.40 was received in August with $9,801.07 in sewer planning money. 112 penalty bills were sent. (Read by Clerk Moore)

PUBLIC PROPERTY
One permit was issued in August: permit #677, fence, $50.

Trustee McCloud had investigated the complaints about the property at 512 S. Scarborough with high grass and weeds. A neighbor had mowed the lawn three times. The property is in foreclosure, and Trustee McCloud called the bank, Bank of America, with the complaints. The bank representative said that he would see that it was taken care of.

Trustee McCloud presented material from the Illinois Codification Services. A representative will be at either the October or November meeting. Rich Frommeyer from American Legal is meeting with Village Clerk Moore tomorrow to look over the ordinances and will be at the meeting in October.

PARKS AND RECREATION
Trustee Cokley was absent.

COMMUNITY DEVELOPMENT
Trustee Arrasmith reported that ESDA had not had the siren test yet. They were meeting the next evening.

OLD AND NEW BUSINESS
Trustee Osterbur turned in his resignation to be effective October 1, 2014. He is moving from the Village. Trustee Catron moved to accept the resignation, and Trustee McCloud seconded the motion. The motion passed with all ayes, plus President White, on a roll call vote.

Trustee McCloud said that she had had five people tell her how much they appreciated the Village paying the fees for the Sidney soccer players who play at Tolono.

Trustee Catron expressed his concern that someone had posted on social media that the land by Casey's was going to be used to grow medical marijuana even if it were in jest.

Clerk Moore told about her meeting with the IML Insurance representative. She will get a list of what the Village has insured for Supervisor Bennett so that he can add to or take away items.

Clerk Moore also told about a meeting of the Illinois Funds that she would like to attend at Charleston on September 16. Trustee McCloud moved that Clerk Moore be paid her hourly wage plus mileage for this meeting. Trustee Osterbur seconded the motion. The motion carried with all ayes on a roll call vote.

Trustee Osterbur moved that the meeting be adjourned at 8:40 p.m. Trustee McCloud seconded the motion. Motion carried.
