VILLAGE OF SIDNEY BOARD OF TRUSTEES SPECIAL MEETING FOR CONSIDERATION AND ACTION ON A REZONING REQUEST October 26, 2017

            The Sidney Village Board met on the above date for a special meeting. President White called the meeting to order at 6:30 p.m.   The following trustees were present:  Arrasmith, Bickers, Schluter, and Finn.  Supervisor of Operations Bennett and Clerk Moore were also present.  Trustees McCloud and Roberts were absent.
 
            Chris Bromley had submitted a variation request for a fence he wanted to build on his property.  The notice of the hearing had been published in the News-Gazetter and letters were sent to all property owners within a 250' radius.  No one spoke against the variance and one letter from a property owner within the limit stated that he had no problem with granting the change.
 
            Trustee Bickers moved that the Board of Trustees grant the variance for a six-foot fence outside of the designated zoning area.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
 
            Damon Jamison was present to ask for the same variance for his property.  The date will be set for the meeting once the notice can be published in the newspaper.
 
            Trustee Bickers moved that the meeting be adjourned.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
 
            Meeting was adjourned at 6:43 p.m.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING October 2, 2017

            The Sidney Village Board met on the above date for the regular monthly meeting.  President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.   The following trustees were present:  Arrasmith, Finn, Bickers, Roberts, and Schluter.  Supervisor of Operations Bennett, Treasurer Reinhart, and Clerk Moore  were also present.  Trustee McCloud and Attorney Miller were absent.
 
            Trustee Finn moved that the minutes of the September 5, 2017, Board of Trustees meeting be approved.   Trustee Roberts seconded the motion.  The motion carried with all ayes on a roll call vote.
           
            PUBLIC COMMENTS:
 
            Chris Bromley was present and presented a letter to the Board that he read requesting a variance to the fence requirement for his property.  Supervisor Bennett said that the fence zoning requirement went into effect in 2009  and so some properties are out of compliance.  A public hearing was set for 6:30 p.m., October 17, 2017, for the zoning change request with a special meeting of the Board at 7:00 p.m. At the Community Building. The Board of Trustees will act as the zoning board because a zoning board has not been set yet.  Trustee Bickers moved that the Board approve that a temporary six-foot fence along the south side of Mr. Bromley's property be approved, pending the approval of the variance.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote. 
            Cathy Thomas requested that the trees on the Village property around her property at 403 East Main be trimmed.  Trustee Arrasmith said that the tree budget had been used for the year, but that her request would be put on the next list of trees to be trimmed/taken down.
 
            PRESIDENT WHITE'S COMMENTS
 
            President White reported on the Illinois Municipal League conference that he attended in Chicago.  He attended meetings on the IEPA water revolving loan program, IDOT requirements for a grant fund, and one on rundown properties in a town among others.  His only complaint was that most of the special meetings were for larger towns or cities and not small villages.  His expenditures were $546 for lodging, $310 for the conference fee, $53 for travel, and $54 for food, below the allowance of $1,000 the Village had approved. 
            Trick or treat hours were set for Tuesday, October 31, from 5-8 p.m.
           
            ATTORNEY MILLER'S COMMENTS:
 
            Attorney Miller was absent due to another meeting.
 
            EARL BENNETT'S REPORT
 
            Supervisor Bennett reported that brush pickup will be October 9-13.
            Hydrant flushing will be the week of October 18.
            Report on the meter upgrade project:  A representative and two salespeople had been with Supervisor Bennett and Clerk Moore to help with the change.  25% of the Village's meters had been adapted so far, and the plan is to have them all done by the next reading.  Clerk Moore will have more training on Wednesday.  One new meter will be installed at the Countryside United Methodist Church for $1,000.
           
            FINANCE REPORT
 
            The financial reports were read by Trustee Finn.  Trustee Finn moved that the bills be paid with the addition of $275 to Kevin Sanderson Tree Service.  Trustee Arrasmith seconded the motion.  The motion carried with all ayes on a roll call vote. 
            Trustee Finn reported as the Building Committee that he planned to present at the November Board meeting a plan for a new Village Hall for discussion and feedback.  The plans are for the meeting room to be twice the size as the present one and that the building be built on the old school property.
           
             STREETS AND ALLEY
 
            Nothing to report
           
            WATER/SEWER/UTILITY
 
            2,486,568 gallons of water were pumped in September with a daily average of 82,885 gallons.
            $31,479.07 was received in September. 105 penalty bills were sent.
            Engineer Mike Friend presented the report Village of Sidney Public Water Supply Inventory and Assessment and explained the different areas studied and assessed.

            Mr. Friend thanked Supervisor Bennett and Engineer Dennis Cummins for their help.  He also said that Farnsworth will be having a seminar on writing grants.
            Trustee Roberts set a water committee meeting for Tuesday, October 17, at 4:00 p.m. at the Community Building to go over this report as well as other water matters.
           
            PUBLIC PROPERTY
 
            Two building permits were issued in September:  302 Witt Park Road, room addition,  $150, #699 and 307 South David, storage shed, $50, #700.
            ESDA now has a backup siren at the fire station.  It was tested last Tuesday.
            Trustee Arrasmith reported  that the trees are all down, and he had the bill.  The stumps have not been removed yet.
           
            PARKS AND RECREATION
 
            Trustee Arrasmith moved that the Village pay $145 for the food certification course for Trustee Bickers.  Trustee Finn seconded the motion; the motion passed with all ayes on a roll call vote.  Trustee Bickers said that he would take the online course sometime during the winter.
            Trustee Bickers said that a ball commissioner and a food stand operator will be needed next season.  Fall ball is ending soon.
           
            COMMUNITY DEVELOPMENT

            NEW BUSINESS
 
             None
 
            Trustee Bickers moved that the meeting be adjourned.  Trustee Finn seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 8:30 p.m.
