VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING April 3, 2017

            The Sidney Village Board met on the above date for the regular monthly meeting.  President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.   The following trustees were present:  Arrasmith, Roberts, Finn, Bickers and Schluter.  Supervisor of Operations Bennett, Attorney Marc Miller, and Treasurer Reinhart  were also present.  Trustee McCloud arrived at 8:25 p.m. Clerk Moore was absent.
 
            Trustee Schluter moved that the minutes of the March 6, 2017, Board of Trustees regular meeting be approved.   Trustee Arrasmith seconded the motion.  The motion carried with all ayes on a roll call vote with President White also voting aye.
           
            PUBLIC COMMENTS:
 
            Elaine Newman, Sidney resident, reported that she encountered a loose dog when she was walking her dog.  There was no confrontation because the dog's owner was right there.  Ms Newman thinks that there might have been a fight if the dog's owner had not been present immediately.  She would like the dog ordinance posted in the Community Building and in places throughout the village and in the newspaper.  Ann Rhoton, reporter, said she would put the information in the newspaper. The trustees suggested calling Animal Control so a report would be filed.  Ms Newman did not make a call to Animal Control.  Trustee Finn suggested posting on the Village sign that dogs should be on a leash or enclosed in a pen. 
            Trustee Schluter reminded people that the polling place for the next-day election is at the Sidney United Church.
           
            PRESIDENT WHITE'S COMMENTS
 
            President White reported that Mallory Seidlitz, library director, had a person in mind for the custodian position but wanted to get more references and to check those references.  This will be on next month's agenda.
           
            Brett Bennett will be taking the test April 11.
 
            The CIMOA meeting is April 20 at the Savoy Recreation Center.  President White is planning to attend.
 
            The meeting dates for 2017-18 were presented and approved.
           
            ATTORNEY MILLER'S COMMENTS:
 
            Nothing to report
 
            EARL BENNETT'S REPORT
 
            April 29 is the date set for Dumpster Day from 7-11 a.m.  The cost is $3,000 for the dumpsters for six dumpsters with another in reserve.  No yard waste, electronics, tires, chemicals, or paint will be accepted.  Trustee Arrasmith moved that the Board of Trustees authorize up to $3,500 for dumpsters to be used for this event.  Trustee Finn seconded the motion; motion carried with all ayes on a roll call vote.  Limb pickup will be scheduled the week after, May 1-5.
            Logan Snodgrass will again be the summer help, starting May 23, but he will also help at Dumpster Day.
            The car on the Library parking lot had been moved as of April 3. 
            Supervisor Bennett will see how much information on the dog ordinance he can get on the Village sign.
 
            FINANCE REPORT
 
            The financial reports were read by Ashley Reinhart.  Trustee Arrasmith moved that the bills be paid with the addition of $825 to Sanderson Tree Service for tree removal.  Trustee Roberts seconded the motion.  The motion carried with all ayes on a roll call vote. 
 
             STREETS AND ALLEY
 
            Trustee Finn moved that the Motor Fuel Tax Resolution R2017-02 for the 2017 MFT General Maintenance Project for $35,800 be approved.  Trustee Arrasmith seconded the motion; motion carried with Trustees Arrasmith, Bickers, Schluter, Finn, and Roberts voting aye.
           
            WATER/SEWER/UTILITY
 
            2,559,071gallons of water were pumped in March with a daily average of 82,550 gallons.
            $21,014.61 was received in March with 0 in sewer planning money. 109 penalty bills were sent.
            The upgrade to an electronic water reading system will be discussed next month.
            Representatives from the Farnsworth Group passed out copies of the water rate study and highlighted areas of the study worth noting.  Supervisor Bennett suggested a water committee meeting with Farnsworth.  Trustee Schluter suggested that the Village, as an option, look at selling the water system.
            It was reported that several people complained that they had received overdue notices when they had already paid their bill. 
           
            PUBLIC PROPERTY
 
            One building permit was issued in March:  Mike Brann, 403 East Byron, fence, #695.
            Kevin Sanderson took down the tree at 202 East Main.  Trustee Arrasmith plans to meet with Kevin Sanderson to make another list of trees to come down.
            Nothing to report on the building or ESDA.
           
            PARKS AND RECREATION
 
            Trustee Bickers reported that the concession stand is underway.
            Trustee Bickers would like dogs eliminated from the ball park inside the fences.  Dog owners are not cleaning up after their dogs and the fields are being torn up by dogs running on the field.  He would like a sign or ordinance so residents will clean up and not allow dogs to run around the diamond.  Supervisor Bennett will make the signs.  Attorney will look at the ordinance and make an outline of the rules of the ball park, which can then be posted on the existing sign.  Supervisor Bennett suggested the Village look at getting a defibrillator for the park.
            The first ball game is April 17.  Trustee McCloud suggested adding the schedules to the Village website.
 
            COMMUNITY DEVELOPMENT
 
            Trustee Schluter is in the process of starting a Village Twitter account. He will be the only one who can post.
 
            NEW BUSINESS
 
            None
           
            Trustee Arrasmith moved that the meeting be adjourned.  Trustee Finn seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 8:55 p.m.
