Village Board of Trustees - Meeting Minutes - November 3, 2014

The Sidney Village Board met on the above date for the regular monthly meeting. President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance. The following trustees were present: Arrasmith, McCloud, Catron, and Roberts. Village Clerk Moore, Supervisor of Operations Bennett, and Attorney Hendren were also present. Trustee Cokley was absent.

A motion was made by Trustee Catron and seconded by Trustee Arrasmith to approve the minutes of the October 6, 2014, regular meeting. The motion passed with all ayes on a roll call vote.

President White appointed John Finn to be a Village Trustee, filling Mike Osterbur's seat. Trustee Catron moved that the Board accept President White's recommendation, and Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote. Mr. Finn was then administered the oath of office by Clerk Moore.

President White then presented his appointment of Ashley Reinhart as Village Treasurer. Trustee Finn moved that the Board accept President White's recommendation, and Trustee McCloud seconded the motion. At this point, Attorney Hendren stopped the process so that he could research whether the Village Treasurer had to be a resident of the Village. Later, after Public Comments, the Board passed the motion with all ayes on a roll call vote. Mrs. Reinhart was then administered the oath of office by Clerk Moore.

PUBLIC COMMENTS:
Richard Frommeyer, American Legal Publishing Corporation, explained the services that his company offers for codification. His company, based in Ohio, has codification services for 171 Illinois communities. He passed out information and a proposal and answered questions. He had previously looked over all the Village's ordinances. He said that his company's strong suit is legal representation and legal review: the Village will have an attorney assigned to it. They will look at state law changes, any inconsistencies, any areas of concern, and then would make suggestions. The process would take 3-6 months to complete, 1-2 months for the Village to look over the material, and then 1-3 months for American Legal to finish. Attorney Hendren asked for a list of east central Illinois communities that they serve and also a list of communities of similar size. Mr. Frommeyer agreed to do this and send the lists to Attorney Hendren and Clerk Moore.

Mike Roy was present to tell about an event several people are planning called Shop at Home. It would be at the Town Hall on December 6 from 10 a.m. to 4 p.m. with several vendors selling their products. Seven vendors have already signed up. The Sidney Township has donated the use of the Town Hall. The Sidney American Legion will serve a chili lunch, and Santa will be at Red Neck Apparel that day. Mr. Roy has talked to the Sidney Community Library, and the staff will have special events that day. He has also asked other businesses to be open that day to make it a festive event.

PRESIDENT WHITE'S COMMENTS
Last month Reg Ankrom from SIMEC asked for a contract extension resolution on electrical aggregation so that he could start getting bids from suppliers. After Attorney Hendren had looked at the contract and had some concerns, it was decided not to act on the matter that night but put it on the agenda for the next month. Attorney Hendren had resolved the problem with the contract. Trustee Finn moved that the Consulting Services Agreement Extension with SIMEC be approved as presented. Trustee Arrasmith seconded the motion, and the motion passed with all ayes on a roll call vote.

Trustee Arrasmith moved that Resolution 2014-R-2, a Resolution Authorizing Execution of a Service Agreement with the Lowest Responsible Bidder for the Supply of Electricity for Residential and Small Commercial Retail Customers Who Do Not Opt out of such a Program, be passed as presented. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.

President White had talked to Dan Walsh, Champaign County Sheriff, and he agreed to have more patrol at Sunset on the south side of town.

President White appointed Trustees McCloud and Arrasmith as the Community Building Committee to asses and make recommendations on the future use of the building.

ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren presented the 2014 Tax Levy Ordinance for discussion. It has to be adopted at the December meeting. After discussion, Trustee McCloud moved that $950 be added to the line item Legal Expenses. Trustee Finn seconded the motion. The motion carried with all ayes on a roll call vote. Attorney Hendren will have the Ordinance ready for the December 1 meeting.

EARL BENNETT'S REPORT
Supervisor Bennett said that the storage shed is completed. The truck has been repaired. Salt is in, and hydrants have been flushed.

FINANCE REPORT
The financial reports were passed out. After reading them, Trustee Finn moved that the bills be paid with the addition of the bill to the Illinois Municipal League Risk Management Association for insurance. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.

STREETS AND ALLEY
Trustee Catron said that the basketball court is done and is getting a lot of use. The lines on the court still need to painted so there will be an additional bill.

WATER/SEWER/UTILITY
2,694,692 gallons of water were pumped in October with a daily average of 86,925 gallons.

$29,670.24 was received in October with $9,969.60 in sewer planning money. 119 penalty bills were sent.

PUBLIC PROPERTY
Three permits were issued in October: 315 S. David, fence, $50, permit #678; 101 W. Prairie, fence, $50, permit #679; and 502 W. Main, shed, $50, permit #689.

PARKS AND RECREATION
The health permit for the ball park concession stand needs to be renewed.

COMMUNITY DEVELOPMENT
Trustee Arrasmith reported that ESDA is still working on the siren.

OLD AND NEW BUSINESS
Supervisor Bennett had two additional reports. He had met with Jay Hageman, who owns the property next ot Casey's, and the tile there is not working. Also, Casey's septic tank has a problem and is draining raw sewage onto the surface of the ground. Bennett will call the Champaign County Public Health Department to report the problem.




Trustee Catron moved that the meeting be adjourned at 8:33 p.m. Trustee McCloud seconded the motion. Motion carried.
