VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING February 6th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris,  Laurent, Schluter, and Hooker.  Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.  Trustees Gadeken, and Bickers were absent.
 
PUBLIC COMMENTS:
         
          Resident Kurt Foster commented on how well the Village employees are doing with removing dead limbs around town with the new bucket truck.  He also stated that he has been doing a lot of weeding and landscape maintenance within the Village over the past several years, but he is not getting any younger and was wondering if SIG could take over. 
          Brian Krutsinger lives within 1.5 miles of the Village and approached the board with the possibility of rezoning a portion of his property from conservation to agriculture.  Mr. Krutsinger will have a survey done and get the relevant information to Clerk Fish for the next board meeting so the Trustees can vote on it.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the December 5th,  2022 Board of Trustees meeting.  Trustee Harris moved that the minutes of the December 5th, 2022 Board of Trustees meeting be approved. Trustee  Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then reported that the county does bridge inspections every few years and that they are in good condition.  There is also no load limit on the bridges.
          President Arrasmith then stated that Dumpster Day will be Saturday April 29th from 7am-11am at Witt Park.
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller was absent.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that the wooden barrier on the corner of Harrison and Water Tower Place that was crashed into last winter has rotted wood.  He stated that it would cost over $450 to replace the wood, otherwise, we can put up curve ahead signs for much cheaper.  The board advised to purchase the signs. 
          He then stated that the bleachers at Witt Park are bent in the back and need to be replaced.  He got a quote from Gil's Athletics for 3 new bleachers at a cost of $4,845.  Trustee Laurent would like to move this agenda item to next month's meeting so he can also get a quote for a roof to go over the top of the bleachers.  Trustee Schluter also stated that he has a connection at Gil Athletics and may be able to get us a discount. 
          Village Maintenance Supervisor Wyant then thanked the board for the flowers for his mother's funeral.
          Supervisor Wyant then reported that the Village was gifted a Generac generator and that he is still waiting on bids to have it installed in the maintenance shed.
          Supervisor Wyant then stated that the siding on the maintenance building is dented and filled with holes and needs to be replaced.  He called 5 different companies to get a bid and no one returned his call.  He was told about CB Construction in Sidell and contacted them.  They gave him a bid of $36,200 to retin the roof and siding, and do the soffets and drains with a 40 year guarantee on the tin.  Trustee Laurent made a motion to approve up to $37,000 to retin the maintenance shed.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $292.50, $455, and $13.27 to Royal Bookkeeping Services, $430.50 to Champaign County for the tornado siren upgrade, $59.86,$28.32, $32.24 to Illinois American Water, $350.02 to Casey's Mastercard and $161.26 to Don's Automotive.   Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.
          Trustee Hooker then made a motion to cash in 2 six month certificates of deposit that are maturing in March and invest them in 1 six month certificate of deposit at a rate of 3% in the amount of $301,584 and 1 twelve month certificate of deposit at a rate of 3.25% in the amount of $1,005,280.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote. 
          
           STREETS AND ALLEY
 
          Trustee Gadeken was absent.
         
WATER/SEWER/UTILITY
 
          Trustee Harris did not have anything.
 
PUBLIC PROPERTY
 
          Trustee Bickers was absent so Clerk Fish read the permits that were approved.  Permit #750 for a portable shed at 411 East Byron, Permit #751 for a portable shed at 312 South David, #752 for a fence at 4 James Court, and #753 for a portable shed at 105 South Scarborough Street.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
         
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter reported that some people are having trouble finding our address on the Village website, so he would like to add a page at a cost of $6.99 per month to add more information about the Community Building.  Trustee Schluter made a motion to purchase additional web space for our Village website at $6.99 per month.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
         
          Trustee Laurent made a motion to adjourn the meeting.  Trustee Schluter seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:30pm.
