Village Board of Trustees - Special Meeting Minutes - July 14, 2014

The Sidney Village Board met on the above date for a special meeting. President White called the meeting to order at 6:00 pm with the following trustees present: Arrasmith, Osterbur, Roberts, and Catron. Trustee Cokley arrived at 6:30 p.m. Village Clerk Moore, Supervisor of Operations Bennett, and Attorney Hendren were also present. Trustees Burr was absent.

The meeting was called to order at 7:04 p.m. with the Pledge of Allegiance.

1. President White read a letter of resignation from Trustee Beth Burr. He appointed Cyndi McCloud to take her place. Trustee Osterbur moved that the appointment be approved to fill the unexpired term in question. Trustee Arrasmith seconded the motion. Motion carried with all ayes on a roll call vote. Clerk Moore then administered the Oath of Office to Cyndi McCloud, and she was seated as a new Trustee.

2. Attorney Hendren had two concerns before the vote on the Appropriation Ordinance. The Village has to have a treasurer so that line item needed to be added back in to the ordinance. Second, he wanted to know if $12,500 was enough for insurance. It was decided to increase the amount for insurance to $20,000. That made the total $1,162,900. Trustee Arrasmith moved that Ordinance No. 2014-5, 2014-2015 Appropriation Ordinance of the Village of Sidney be passed with the two changes. Trustee Osterbur seconded the motion. The motion carried on a roll call vote with all ayes.

3. President White had estimates from Randy Frick concrete for some projects in the Village: $7,200 for the holes by the post office and by the Loman-Ray Insurance Agency and the alley and a new sidewalk in front of the Town Hall; $2,400 for work in front of the new Library; and $8,200 for a basketball court. Trustee Arrasmith moved that the estimate be approved up to $10,200, excluding the basketball court. Trustee McCloud seconded the motion. The motion passed with all ayes on a roll call vote.
Trustee McCloud had prices for the storage the Village will need when it tears down the library lean-to: $70 monthly for the Sidney Warehouse and $100 up front and $150 a month for a container from Mel Price. The Township Storage Building is full. Trustee Catron moved that the Village rent space from the Sidney Warehouse for $70 a month when storage is needed. Trustee Roberts seconded the motion. Motion carried with all ayes on a roll call vote.

4. Trustee Osterbur moved that the Village give $4,000 to the Sidney Improvement Group to put on the Sidney Fun Daze event. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.

6:30 p.m. Trustee Osterbur moved that the Village approve President White's appointment of Royal Bookkeeping for bookkeeping and accounting services. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.
Mary Schmitz said at the July 7 meeting that about ten hours of accounting services were needed to clean up the books. The Village could hire her company's accounting arm or another accounting firm to do the work. Trustee Osterbur moved that Royal Bookkeeping be hired for accounting services at a cost up to $1,250. Trustee Roberts seconded the motion. Motion carried with all ayes on a roll call vote.
The purchase of new checks does not need Board approval; it is an office expense. Trustees will now be paid once a month and will have to fill out paperwork. Clerk Moore will get the paperwork needed.

6. President White presented the proposed salaries of Village employees.
Village Clerk - $1,300 per month
Deputy Clerk - $15.00 per hour
                    - $10 per hour for training
Water Supervisor - $27.55 per hour
Maintenance Helper - $15.00 per hour
Summer Help -  $11.00 per hour
Janitor -  $11.00 per hour

Trustee Arrasmith moved that the salaries be approved as read. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.

7. Attorney Hendren had sent an e-mail stating that the Village did not have to appoint a treasurer at this meeting but could wait until the duties were more defined. In the meantime, Trustee Osterbur, Royal Bookkeeping, and Clerk Moore could handle the duties. Trustee Catron said that after it was decided on the Treasurer's pay, the Clerk would be paid retroactively. The Board agreed. Clerk Moore had been asked by the auditing firm to go back through old files to find statements for the Illinois Fund. It was decided to find out how much it would cost to get copies from the US Bank instead.

8. President White said the annual Illinois Municipal League Conference in Chicago was being held in September. Trustee McCloud moved that the Board pay the registration fees, hotel cost, and an allowance for travel and food of $1,253 each for President White and Trustee Osterbur to attend. Trustee Arrasmith seconded the motion. Motion carried with five ayes on a roll call vote and one nay by Trustee Catron.

9.
Supervisor Bennett presented the bid for engineering and consulting services for the repair and painting of the water tower: $16,900 for Donahue and Associates and $5,730 for Nelson Tank Consulting. The bid was good for thirty days. Trustee Roberts moved that the Village accept the bid from Donahue and Nelson Tank for $22,630. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.
Supervisor Bennett also reported that the water leak on the north side of Route 130 is not the Village's responsibility.

10. Trustee Osterbur moved that the monthly bills as read at the July 7 meeting be approved. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.

Trustee Arrasmith moved that the meeting be adjourned at 7:17 p.m. Trustee Roberts seconded the motion. Motion carried.
