The Sidney Village Board met on the above date for the regular monthly meeting. President White called the meeting to order at 7:00 pm with the following trustees present: Arrasmith, Burr, Catron, Roberts, and Osterbur. Village Clerk Moore, Attorney Hendren, Treasurer Riley, and Supervisor of Operations Bennett were also present.
A motion was made by Trustee Catron and seconded by Trustee Osterbur to approve the minutes of the last regular meeting and the executive session October 7, 2013. Motion carried with all ayes on a roll call vote.
PUBLIC COMMENTS:
Keith Kropp was present to ask the Board's approval to add his father's house on Witt Park Road to the water service. It is outside the village limits and would be billed at the double rate. The Board had no objection.
SIG's Christmas plans for the village are not formalized yet. There was one suggestion: to have a movie at the Town Hall for the children with hot chocolate and popcorn.
PRESIDENT WHITE'S COMMENTS
Jason Arrasmith reported that there were three children from the township and nine from the village who are participating in the Tolono Park District soccer program. Because no letter or response had been received from Randy Grace, no action was taken on a donation.
President White had received a letter from SIMEC telling about a program for aggregation of the electricity and gas for municipal buildings. We will send them a copy of our most recent electricity and gas bills as requested.
President White had received concerns about fox being in the village. There is not anything that the Village can do. Fox cannot be killed and can be trapped only by a person with a special permit.
President White cautioned the Trustees about discussing Village business when three or more Trustees are present, such as after a Board meeting.
ATTORNEY HENDREN'S COMMENTS:
The tax levy ordinance will be voted on next month. The Board decided to raise the levy by $1,000 to go to the liability insurance fund.
EARL BENNETT'S REPORT
Lions Club Park has been cleaned up.
Witt Park has been shut down for the season and winterized.
The Scarborough water line is completed and the water tested. It is now a six inch line. The dirt has been rough graded and will be allowed to settle before the final grading is done.
The Christmas decorations will go up about Thanksgiving time.
FINANCE REPORT
Trustee Catron presented material that he had received at the IML conference. He thanked the Board for sending him.
Trustee Catron read account balances in each account. Trustee Catron made a motion to pay bills from the proper accounts as presented with the following addition: IML RMA for liability insurance, $15,191.65. Trustee Arrasmith seconded the motion. Motion carried as all trustees present voted aye to a roll call vote.
STREETS AND ALLEY
Ameren is putting in the new street light at Harrison and Alley.
The street light is out at Harrison and Main. Another light is out on Byron and David.
WATER/SEWER/UTILITY
The bill from Illinois American Water has a change in the tax rate.
2,629,165 gallons of water were pumped in October with a daily average of 87,936 gallons.
$32,000.37 was received in October with $10,144.02 in sewer planning money. 102 penalty bills were sent and 12 shutoffs.
PUBLIC PROPERTY
Permit for October 2013 was Rich Rutherford, 319 S. Scarborough, garage, #654, $150.
Zoning was postponed until the December meeting.
Trustee Burr presented the bill from McCloud Carpet and Upholstery Cleaning, and it was over the approved amount of $250 because the tile floors were cleaned and waxed, which was not included in the estimate. Trustee Arrasmith moved that the Village authorize the difference, $140.10 (total bill $390.10). Trustee Osterbur seconded the motion. The motion carried with all ayes on a roll call vote.
There has been a schnauzer charging at children at the bus stop at Prairie and David. This happens in the morning before 8:00 a.m. It was suggested that Trustee Burr video the dog so that Animal Control has proof that is dangerous.
Trustee Burr has received reports that people are rolling through the stop sign at Prairie and David. The sheriff will be notified so that the deputy can monitor the area when he/she is here.
The steps downtown on the west side of David Street that were taken out when the water line had to be fixed will be poured this week. Trustee Catron suggested that the place by the Sidney Saloon also be fixed at the same time as long as cement was being delivered.
PARKS AND RECREATION
Trustee Cokley had already presented a bid from Heath for trading in the large tractor at the ball park for a smaller one with a six foot mower deck and a blade: $9,500 for the new tractor minus a $7,800 trade-in allowance and $700 in attachments leaving a balance of $1,000. He was absent tonight so Trustee Catron presented the bid from Arends: $12,200 for a new tractor with a trade-in allowance of $10,700 for the Village tractor and $500 for the rotary blade, leaving a balance of $1,000. Trustee Catron moved that the Village purchase from Arends the John Deere Z950R commercial ZTRAK mower with a 1993 John Deere 425 garden tractor M00425B013131 and that the money come out of the general fund. Trustee Roberts seconded the motion; the motion carried with all ayes on a roll call vote.
COMMUNITY DEVELOPMENT
The ESDA contract was signed and returned to the Village to be filed.
OLD AND NEW BUSINESS
Superintendent Bennett said that he had order reflective strips to be put on the new stop signs to further alert motorists. He had also ordered salt at 20 cents a bag including delivery, which should be here Wednesday.
Clerk Moore asked if she could have Deputy Clerk Branson work additional hours as needed. This was approved by consensus.
A motion was made by Trustee Arrasmith and seconded by Trustee Roberts to adjourn the meeting at 8:05 p.m. Motion carried.
