Village Board of Trustees - Meeting Minutes - July 7, 2014

The Sidney Village Board met on the above date for the regular monthly meeting. President White called the meeting to order at 7:00 pm with the following trustees present: Arrasmith and Osterbur. Village Clerk Moore, Supervisor of Operations Bennett, and Attorney Hendren were also present. Trustees Burr, Catron, Cokley, and Roberts were absent.

The meeting was called to order at 7:04 p.m. with the Pledge of Allegiance.

President White read a letter of resignation from Trustee Beth Burr. He then appointed Cyndi McCloud to take her place. Trustee Osterbur moved that the appointment be approved to fill the unexpired term in question. Trustee Arrasmith seconded the motion. Motion carried with all ayes on a roll call vote plus President White. Clerk Moore then administered the Oath of Office to Cyndi McCloud, and she was seated as a new Trustee.

A motion was made by Trustee Arrasmith and seconded by Trustee Osterbur to approve the minutes of the June 2, 2014, regular meeting and the June 16 special meeting. Motion carried with all ayes on a roll call vote.

PUBLIC COMMENTS:
Keith Kropp, Sidney Improvement Group, reported on the plans for the Sidney Fun Daze on July 25-26. There will be no fireworks or laser light show. Kropp asked for a donation of $4,000 from the Village to go toward the cost of the celebration. Trustee Arrasmith moved that the Village give $4,000 to SIG for Fun Daze. Trustee Osterbur seconded the motion. The motion carried on a roll call vote with all ayes. The landlord of the property at 102 S. David has been contacted so that the property will be clean and safe for the Fun Daze. Kropp asked for permission to close some streets for the two days of the event. Trustee McCloud moved that S. David from Main to the railroad and Byron from David to Washington be closed. Trustee Arrasmith seconded the motion. Motion carried with all ayes.

Wally Hoffman, Sidney Library Board, was present to ask about the decision of tearing off the lean-to on the new Library building. The Village is agreeable to this but have to find a place to store the Village material that is in there. The Library will probably move to its new building around September. Renting storage space is a possibility. Trustee McCloud will talk to the Sidney Township officials to see if the Village could use some of the Township storage building. Trustee Arrasmith will check with Trustee Cokley on what he had found out about building a Village storage building. It was noted that the SIG trailer is in the Library's way, and it will be moved. President White had estimates from Randy Frick concrete for some projects in the Village: $7,200 for the holes by the post office and by the Loman-Ray Insurance Agency and the alley, $2,400 for work in front of the new Library, and $8,200 for a basketball court. Trustee Arrasmith moved that the estimate be approved up to $10,200, excluding the basketball court. Trustee McCloud seconded the motion. The motion passed with all ayes on a roll call vote.

PRESIDENT WHITE'S COMMENTS
President White announced that Miller and Hendren were raising their rates to $165 an hour from $145 an hour, the first increase in five years.

President White said the annual Illinois Municipal League Conference in Chicago was being held in September. Trustee Arrasmith moved that the Board pay the registration fees of $230 each for President White and Trustee Osterbur to attend. Trustee McCloud seconded the motion. Motion carried with all ayes on a roll call vote, including President White. It was decided to set the amount for hotels, travel, and food at August's regular meeting.

ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren had two concerns before the vote on the Appropriation Ordinance. The Village has to have a treasurer so that line item needed to be added back in to the ordinance. Second, he wanted to know if $12,500 was enough for insurance. It was decided to increase the amount for insurance to $20,000. That made the total $1,162,900. Trustee Osterbur moved that Ordinance No. 2014-5, 2014-2015 Appropriation Ordinance of the Village of Sidney be passed with the two changes. Trustee Arrasmith seconded the motion. The motion carried on a roll call vote, including President White, with all ayes.

EARL BENNETT'S REPORT
Jim Carso is building storage units on the west edge of town and wants to annex to the Village as a commercial property. The property is contiguous to the Village. The annexation process has been started.

Donahue Engineering had submitted a bid of $22,630 for the engineering costs for repairing and coating the inside of the water tower. This includes work from Nelson Tank Engineering. It was decided to have a special meeting on July 14 to approve the bid because it is only good for thirty days.

Supervisor Bennett had fixed two leaks on Scarborough.

FINANCE REPORT
Trustee Osterbur introduced Mary Schmitz from Royal Bookkeeping. In looking over the audit of April 30, she found two accounts that had not been included in the audit. She suggested that there be a cleanup of the books, and that about ten hours would be needed. She has two sides to her business: accounting, $125 an hour, and bookkeeping, $50 an hour. She could do this or the Village could hire another firm. Trustee Arrasmith moved that the Village hire the accounting part of Royal Bookkeeping up to ten hours. Trustee Osterbur seconded the motion. The motion carried with all ayes on a roll call vote.

Trustee Osterbur moved that the Village allow Royal Bookkeeping access to all Village financial accounts. Trustee Arrasmith seconded the motion. The motion carried on a roll call vote with all ayes.

Trustee Osterbur read the balances in all the accounts and then moved that the bills be paid. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.

The proposed salaries of Village employees was presented.

Village Clerk - $1,300 per month
Deputy Clerk - $15.00 per hour
                    - $10 per hour for training
Water Supervisor -  $27.55 per hour
Maintenance Helper -  $15.00 per hour
Summer Help - $11.00 per hour
Janitor -  $11.00 per hour

Trustee Osterbur moved that these salaries be approved. Trustee Arrasmith seconded the motion. The motion passed on a roll call vote with all ayes, including President White.

STREETS AND ALLEY
Supervisor Bennett reported for Trustee Catron that all streets to be oiled and chipped would be done before Fun Daze.

WATER/SEWER/UTILITY
2,689,575 gallons of water were pumped in June with a daily average of 89,652 gallons.

$28,651.78 was received in June with $9,226.58 in sewer planning money. 114 penalty bills were sent and there were 17 shutoffs.

PUBLIC PROPERTY
Five permits were issued in June: permit #671, fence, $150; permit #672, shed, $150; permit #673, shed, $50; permit #674, garage, $150; and permit #675, deck, $150.

Two bids for taking down trees at 203 E. Main, 409 E. Main, 110 E. Byron, and on Bluff and grinding the stumps were presented: Richards, $2,100, and Sanderson, $2,000. Trustee Arrasmith moved that the Village accept the bid of Kevin Sanderson Landscaping for $2,000. Trustee Osterbur seconded the motion. Motion carried with all ayes on a roll call vote.

Supervisor Bennett was asked to look at a tree at 305 E. Byron.

Marcia Clifford will be at the August meeting to tell about codification of the Village ordinances.

PARKS AND RECREATION
No report

COMMUNITY DEVELOPMENT
Trustee Arrasmith reported that ESDA had arranged to get s 3-phase generator to check the siren at Witt Park before moving it to be sure that it works.

OLD AND NEW BUSINESS
One resident had not moved his storage shed as he has been asked to do. Supervisor Bennett had given him a copy of the zoning regulations as he had requested. Village Clerk Moore was directed to send him a letter saying that legal proceedings would begin against him if he had not moved the shed to an acceptable place on his property by the next Board meeting on August 2.

Trustee Arrasmith moved that the meeting be adjourned at 9:07 p.m. Trustee Osterbur seconded the motion. Motion carried.
