VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING August 3, 2015

The Sidney Village Board met on the above date for the regular monthly meeting.  President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.   

The following trustees were present:   Arrasmith, Roberts, Finn, McCloud, Cokley, and Schluter.  Village Clerk Moore,  Supervisor of Operations Bennett, Treasurer Reinhart,  and Attorney Hendren were also present.  

            Trustee Arrasmith moved that the minutes of the July 6 Board of Trustees meeting be approved.  Trustee Roberts seconded the motion.  The motion carried with all ayes on a roll call vote.

            Trustee Arrasmith moved that the Board go into closed session under the personnel exemption to the Open Meetings Act.  Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote.  The Board went into closed session at 7:05 p.m. and came out at 7:30 p.m.

 

            PUBLIC COMMENTS:

 

            Susan Monte from the Regional Planning Commission was present to request that the Village of Sidney to adopt the Hazard Mitigation Plan Update.  This is the five-year update.  Trustee Arrasmith moved that the Board of Trustee approve Resolution 2015-R-03, a Resolution Adopting the Champaign County Multi-Jurisdictional Hazard Mitigation Plan Update.  Trustee Finn seconded the motion.  The motion passed with all ayes on a roll call vote.   Ms Monte also asked about the Township Hall.  She said that there is a grant available to help with the cost of a new building because of the environmental hazard (mold) in the old building.  She was given Tim Osterbur's name and phone number; he is the Township Supervisor.

 

            Kyle Ash of Crop Production Services was present to talk about the building project at CPS's site.  Attorney Hendren had received papers from Wes Myers, Survey Manager, with the Farnsworth Group.  Attorney Hendren suggested a time frame be set for the zoning and annexation meetings, which would be special public meetings.  Attorney Hendren said that he will proceed with the Crop Production Services lawyer.  There is a possibility of having the public meeting at 6:00 p.m. before the regular Board meeting on September 8, 2015.

           

            Brett Harris spoke about the drainage at 205 S. Washington.  Supervisor Bennett said that the tile belongs to the railroad and the Village would need to get a permit from the railroad to do any work.  There would also have to be a 100-year flood study done.  The last time the Village had a 100-year flood study done, the project cost $19,000.  Supervisor Bennett and Trustee Roberts will meet with the resident to assess the problem.

 

PRESIDENT WHITE'S COMMENTS

 

            President White reported that Tom Talbott was the only applicant for the custodian job.  He recommended that Mr. Talbott be hired.  Trustee Finn moved that the Board accept President White's recommendation of the hiring of Tom Talbott as the custodian.  Trustee  Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.

 

            Trustee McCloud moved that the Village terminate its contract with the Champaign County Sheriff's Office for police service at the end of 90 days from time of notification.  Trustee Cokley seconded the motion; the motion carried with all ayes on a roll call vote.

 

            The Illinois Municipal League is having their convention in Chicago September 17-19.  President White has registered to attend and asked if anyone wanted and were able to go.  There were no volunteers.  Trustee Finn moved that President White be allowed to spend up to $700 for food, travel, and lodging for the convention.  Trustee Arrasmith seconded the motion.  The motion carried with all ayes on a roll call vote. 

 

            ATTORNEY HENDREN'S COMMENTS:

 

            Attorney Hendren  presented the Golf Cart Ordinance.  After discussion of enforcement,  Trustee Finn moved that the Village adopt Ordinance No. 2015-6, An Ordinance Authorizing the Operation of Golf Carts on the Village of Sidney Public Streets.  Trustee Arrasmith seconded the motion.  On a roll call vote, Trustees Arrasmith, Finn, and Roberts voted aye; and Trustees McCloud, Cokley, and Schluter voted nay.  President White broke the tie with a no vote.  The Ordinance did not pass.

 

            EARL BENNETT'S REPORT

 

            Supervisor Bennett reported last month that he had been checking with a company to do an annual inspection of the water tower pressure-reducing station.  He is still working on a proposal.

            The oil and chipping of the streets has not been done.

            Lead and copper tests have to be done soon.

            The Champaign County Health Department will be inspecting the concession stand at the ball park the next day.

 

             FINANCE REPORT

 

            The financial reports were read by Trustee McCloud.  After reading them, Trustee McCloud moved that the bills be paid with the addition of $200 to Bryant Services.  Trustee Arrasmith seconded the motion.  The motion carried with all ayes on a roll call vote.

            The final audit report was passed out.  It went well, with only three matters requiring attention.

            Trustee McCloud moved that a traditional IRA be set up for the full time employees with the Village putting in 3% of the employee's salary.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.

                       

             STREETS AND ALLEY

           

            Trustee Finn reported that he was not pursuing the crosswalk because of the cost to be ADA compliant. 

            Trustee Schluter read a letter from Jackie Compton about the restricted parking on James Street.  She agreed with the signs but thought there might be a problem when school started and parents park along that street.

           

            WATER/SEWER/UTILITY

 

            2,664,880 gallons of water were pumped in July with a daily average of 85,963 gallons. 

            $35,250.77 was received in July with $9,949.31 in sewer planning money. 115 penalty bills were sent. 

           

            PUBLIC PROPERTY

 

            No building permits were issued in July.

            Trustee Arrasmith has a list of four trees that need to be removed.  He was directed to get estimates on all four trees.

            Trustees Arrasmith said there had been no meeting with township officials about a new building. 

 

            PARKS AND RECREATION

 

            Trustee Cokley had nothing to report.

 

            COMMUNITY DEVELOPMENT

 

            Trustee Schluter had been in contact with Chris Sims about the Village web site.  He was not interested in doing it anymore and will transfer the domain name to the Village.  Dan Moisson will maintain the web site for $50 for one hour a month.  Trustee Schluter moved that the Village appropriate $1,000 for web services to include updating for $600, GoDaddy annual fee of $15, and a hosting fee of between $300-400.  Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote. 

            There have been problems with people burning garbage.  Residents should call the fire department if they see any problems.

            There was a question of when a mobile home is removed from a property, can a newer one be put on the same lot?  The answer is once a mobile home is removed, one cannot be put back in the same space.

 

            OLD AND NEW BUSINESS

 

            Nothing presented.

           

            Trustee McCloud moved that the meeting be adjourned.  Trustee Finn seconded the motion; motion carried with all ayes on a roll call vote.  Meeting was adjourned at 9:25 p.m.
