Trustee Schluter moved that the minutes of the September 6, 2016, Board of Trustees regular meeting and the minutes of the September 6, 2016, closed meeting be approved. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote with President White also voting aye.
PUBLIC COMMENTS:
Mike Roy of the Sidney Improvement Group presented plans for the Christmas season in Sidney. On Friday, December 2, there will be carriage rides from 6-9 PM downtown. On Saturday, December 3, breakfast with Santa will be at the Sidney United Church and Shop at Home at Unity East from 10 AM until 4 PM.
Larry Keller was present to report two dog attacks. Trustee McCloud explained the procedure to Mr. Keller, which is first of all to call Champaign County Animal Control. An investigator will do interviews and issue a finding. If a dog is found “dangerous,” then the Village ordinance will take effect.
Ryan Mumm was present to request a variance on a side yard setback so that he could build a garage. The Board set a public hearing for November 7 at 6:00 PM on this matter. Courtesy letters will be sent to the adjoining homeowners informing them of the hearing.
PRESIDENT WHITE'S COMMENTS
President White said that the hearing on the Illinois American Water Company water rate increase request will be held in December.
President White is still working on setting up a zoning board.
Trustee McCloud moved that trick-or-treat hours be 5-8 PM on Monday, December 31. Trustee Arrasmith seconded the motion. The motion carried on a roll call vote with all ayes including President White.
The election for municipalities will be April 4, 2017. For Sidney the offices of President, three 4-year Trustee terms, and one 2-year Trustee term will be up for election. The first day to circulate petitions is September 20 to be handed in between December 12-19, 2016. If there is a municipal caucus, it will be December 5. Clerk Moore is the Local Election Official.
CIMOA meeting is at Arthur October 20.
President White had received a thank you note from Tannie Justus and it was passed around for the Trustees to read.
President White had received a letter from Reg Ankrom about electrical aggregation. They are getting bids now and the contract will be let in March or April. President White also had a letter from Nordic Energy with its rates.
ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren presented the Public Hearing Notice for the rezoning meeting on November 7, 2016, 15 6:00 PM. This notice will be published October 17, 2016. Letters will be sent by Clerk Moore to all owners of property within 250 feet of the property to be rezoned. After the rezoning meeting at 6:00 PM, the regular meeting of the Board of Trustees will be held at 7:00 PM and the vote on the Ordinance rezoning the seven lots will be taken. The proposed Ordinance has been given to each member of the Board of Trustees.
Attorney Hendren also presented a possible intergovernmental agreement between the Village of Sidney and Sidney Township. It is a draft, and Attorney Hendren asked the Trustees to look over the agreement and let him know of any changes they would like to make. He will also talk to the Township Supervisor Tim Osterbur. One change was made, changing the $50,000 to $30,000 on pp. 2 and 4. $30,000 had been agreed upon at the September meeting.
EARL BENNETT'S REPORT
The bench for downtown is in place.
The water main at Washington and Main has been replaced.
The culvert on Scarborough has been replaced.
Supervisor Bennett has been contacted more than once by the Illinois Department of Public Health because it need a copy of the license of a food sanitation person who was in charge of the ballpark concession stand this past summer.
Supervisor Bennett met with a representative of the Illinois Department of Natural Resources and said the Village is in compliance and has sent a letter attesting to that. There is one vacant property in Sidney that could perhaps be purchased with flood plain money.
Supervisor Bennett plans to put a fence around the burn area because people are dumping there even though there is a sign that says “no dumping.”
Supervisor Bennett presented two bids to replace the gater, one from John Deere for $13,748.00 and one from Birkey's for $9,975.00. Trustee Arrasmith moved that the Village purchase the Kubota, model # RTV-X10CWL-H, for $9,975.00 from Birkey's. Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote, with President White also voting aye.
Supervisor Bennett will be on vacation October 13-16.
FINANCE REPORT
The financial reports were read by Trustee McCloud. Trustee McCloud moved that the bills be paid with the additions of $900 to Miller and Hendren and $825 for emergency tree removal to Kevin Sanderson Tree Service. Trustee Schluter seconded the motion. The motion carried with all ayes with President White voting on a roll call vote.
Trustee McCloud reported on her communications with clients of both Illinois Codification and General Code. She reported that General Code is very up-to-date using current technology while Illinois Codification is behind the times. Its owner is retiring soon. General Code's quote of $6,700 is good for six months and can be paid in quarterly payments or in stages. The charge is $695 yearly after the initial payment. It is called the light version. There will be a committee to work with the representative and it can consist of two members or the whole Board. Attorney Hendren said that working with the entire Board would be cumbersome. Trustee McCloud moved that the Village hire General Code for the codification of the Village's ordinances for the light version for $6,700. Trustee Arrasmith seconded the motion. The motion carried with all Trustees plus President White voting aye on a roll call vote.
STREETS AND ALLEY
The Scarborough project should be completed in October. It will take three days to a week. For that time the residents will have to use the alley for egress.
WATER/SEWER/UTILITY
2,630,941 gallons of water were pumped in September with a daily average of 87,698 gallons.
$31,796.65 was received in September with $9,921.86 in sewer planning money. 109 penalty bills were sent.
President White announced that the sewer loan will be paid of in October so the November bills will not have the $20 charge on them.
COMMUNITY DEVELOPMENT
Trustee Schluter gave a report on the Illinois Municipal League convention that he attended. He passed around a sheet of what sessions he had attended – Freedom of Information Act, open meetings, etc. He tried to go to ones that were relevant to villages of our size. He had a bit of god luck and won a $100 Visa gift card in a drawing.
PUBLIC PROPERTY
No building permits were issued in September.
There was an emergency tree removal at 109 Pleasant.
Trustee Arrasmith had received two quotes to patch the roof of the Community Building: $1,480 from G & E Services and $1,750 from TSI. Trustee Arrasmith moved that the Board accept the bid from G & E Services to repair the roof of the Community Building for $1,480. Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote with President White voting aye also.
Trustee Arrasmith then presented two bids for the remediation of the mold in the Community Building. Menold Construction and Restoration submitted a bid for $6,900 for the basic cleaning with $6,720 for cleaning the ducts, for a total of $17,620. They also recommended adding additional lines to the air conditioning for $3,645. G & E Services submitted a bid of $6,850. The Board decided to wait until next month to award the contract so that Trustee Arrasmith could assess the bids to make sure that both companies made the proposals based on the same criteria.
Whitsitt and Associates will be appraising the old school lots for a fee of $1,500, previously approved.
The sirens of ESDA were hit by lightning and one system is ruined and the other might be able to be repaired. Two of the three sirens are functioning.
PARKS AND RECREATION
The new swings are up in Victory Park.
