Trustee Arrasmith moved that the minutes of the October 5, 2015, Board of Trustees meeting be approved. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.
PUBLIC COMMENTS:
Dan Moisson of Simplified Computers was present to help the Village Board and staff set up their new e-mail accounts.
PRESIDENT WHITE'S COMMENTS
Trustee McCloud moved that the Village purchase a $75 prepaid Visa or Master Card not to exceed $85 with charges to present to Elinor Fear for her many years of Village service. Trustee Schluter seconded the motion; motion carried with all ayes on a roll call vote. Elinor will be retiring shortly as Peace Meal coordinator.
President White presented the information on the Village's insurance payment to the Illinois Municipal League Risk Management Association. Trustee Arrasmith moved that Village use Option #1, paying the total of $16,858.71 by November 20, 2105, for a savings of $170.29. Trustee Roberts seconded the motion; the motion carried with all ayes on a roll call vote.
President White read a letter from Tom Talbott, president of the Sidney Library Board, asking to meet with the Board about the repair or replacement of the Library roof. The Board decided to ask him to the December Board meeting. Mr. Talbott also inquired about the insurance coverage, but Clerk Moore had already given Doug Robinson, Library Director, that information. President White said he is also available to meet with the Library Board anytime they want to do so.
ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren presented a proposed Tax Levy Ordinance. He said the Board could increase the levy $500.00. The Board directed Attorney Hendren to add $500.00 to the Elevated Tank Repair for an amount of $99,000. The Ordinance will be voted on at the December meeting.
EARL BENNETT'S REPORT
A valve at Harrison and Prairie has been replaced.
Repairs have been made to the pressure reducing station at the water tower.
The concrete sidewalk in front of the Community Building has been poured for a cost of $250.
Supervisor Bennett and Maintenance Helper Bennett will be out of town November 21-23.
The water at the Witt Park concession stand has been shut off for the season.
FINANCE REPORT
The financial reports were read by Trustee McCloud. After reading them, Trustee McCloud moved that the bills be paid with the addition of $650 to Sanderson Tree Service, which had already been approved by the Board. Trustee Roberts seconded the motion. The motion carried with all ayes on a roll call vote.
STREETS AND ALLEY
Supervisor Bennett reported that salt prices have gone up.
WATER/SEWER/UTILITY
2,674,693 gallons of water were pumped in October with a daily average of 86,280 gallons.
$31,596.84 was received in October with $9,804.22 in sewer planning money. 130 penalty bills were sent.
Trustee Roberts said it was time to start the bidding process for the second stage of the water tower project and the first step is getting a bid packet prepared by the engineer. Trustee Roberts moved that Supervisor Bennett be directed to retain Donahue and Associates as engineers to start the process for securing bids for the remainder of the water tower project. Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
PUBLIC PROPERTY
No building permits were issued in October.
One tree at 111 West Main Street had been removed and the rest will be removed in November.
One car whose owner had received a letter from the Village has been removed so there is one left. The logs on the Village property that a homeowner had placed there have been removed.
Trustee Schluter reported that Township Supervisor Tim Osterbur has been talking to the architect about the new village-township building. He is looking at three different sizes and has talked to Supervisor Bennett about required setbacks. He will also talk to Champaign County about a septic system.
PARKS AND RECREATION
Trustee Cokley was absent so no report. The filing for the permit for the concession stand is due. Clerk Moore will mail Trustee Cokley the paperwork.
COMMUNITY DEVELOPMENT
Trustee Schluter said that there had been a problem with e-pay on the web page. The State had changed the link and had not informed the Village. It was down a week but is running now. All the Village e-mails are being changed, and Trustee Schluter will furnish a list of the new e-mail addresses to Clerk Moore and the Board.
