Trustee McCloud moved that the minutes of the September 8, 2015, Board of Trustees meeting and of the September 8, 2015 Public Meeting be approved. Trustee Schluter seconded the motion. The motion carried with all ayes on a roll call vote.
PUBLIC COMMENTS:
Mike Roy, Sidney Improvement Group chairman, told the Board that SIG is planning a shop-at-home for Christmas on December 5 at Unity East. They are also considering asking the local businesses to stay open the evening of Friday, December 4, and have special events such as offering carriage rides. All ideas are in the planning stage at this time.
Trustee Schluter reported that the noodle dinner at the United Church was excellent.
PRESIDENT WHITE'S COMMENTS
President White reported that the retirement plans for Earl Bennett and Brett Bennett were all set up.
President White said that the trick-or-treat hours were normally 6-8 p.m. On Halloween, October 31. Trustee McCloud moved that the hours be 5-8 p.m., October 31. Trustee Arrasmith seconded the motion; the motion carried on a roll call vote.
President White reported on the Illinois Municipal League convention in Chicago that he had attended. He told of the workshops he had attended and said he might report on some in more detail at a later date. He was disappointed in the speaker for the banquet.
ATTORNEY HENDREN'S COMMENTS:
The sale of the property to Crop Production Services by the Pennells had been held.
EARL BENNETT'S REPORT
Limb pickup went well. The hydrant that had been hit was replaced. The roads have been done. The water tower completion is waiting on one part. Supervisor Bennett will be getting salt soon to prepare for the winter.
FINANCE REPORT
The financial reports were read by Trustee McCloud. After reading them, Trustee McCloud moved that the bills be paid with the addition of $29,572.80 to Illiana to come out of the motor fuel tax fund. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.
STREETS AND ALLEY
Trustee Finn was absent so no report.
WATER/SEWER/UTILITY
2,532,960 gallons of water were pumped in September with a daily average of 84,432 gallons.
$30,538.74 was received in September with $9,816.59 in sewer planning money. 129 penalty bills were sent.
Trustee Roberts met with Supervisor Bennett to look at the drainage problems on Washington Street. To fix the problem, and engineer would have to be hired at a cost of $15,000+. Trustee Roberts said that he thought the Village should wait until the water tower project is finished. The inside of the water tower is done but the outside needs to be refurbished. The Trustees agreed with Roberts.
PUBLIC PROPERTY
One building permit was issued in September: 312 South David, garage, #686, for $150.00.
Trustee Arrasmith said that two hanging limbs had been removed and that Sanderson Tree Service will be removing the four trees in November or December. This was approved last month.
Doug Robinson, Sidney Library director, had asked if the Village wanted to be involved in the process of bids for a new roof for the Library. There was discussion of what kind of an agreement the Village had with the Library and the building. The Village pays the utilities and insurance. Clerk Moore will research the agreement to see what the Village's responsibility is.
PARKS AND RECREATION
Trustee Cokley was absent.
COMMUNITY DEVELOPMENT
Trustee Schluter said that the web site was being kept updated. Dan Moisson will be getting new e-mails for all Village employees.
Trustee Schluter reported that Tim Osterbur, Sidney Township Supervisor, had had preliminary talks with the county about a new building for the township and village.
OLD AND NEW BUSINESS
Arcola will host the CIMOA meeting on Thursday, October 22. President White has the information for anyone wanting to attend.
Trustee Arrasmith asked how effective the letters were in people mowing their yards and removing old cars. President White said there were two cars not removed but he was working with one individual to get his moved. All yards except one had been mowed. The logs were not removed from the Village property in front of one resident's home. Supervisor Bennett was instructed to go pick them up.
There was a question if leaf burning is permitted in the Village. It is.
Trustee Arrasmith moved that the meeting be adjourned. Trustee Schluter seconded the motion; motion carried with all ayes on a roll call vote. Meeting was adjourned at 8:02 p.m.
