Trustee Bickers then made a motion to appoint Trustee Schluter as interim President to conduct the meeting. Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote. The meeting was opened at 7:05p.m. with the Pledge of Allegiance by Trustee Schluter. The following trustees were present: Gadeken, Laurent, Schluter, Bickers, Harris and Hooker. Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.
PUBLIC COMMENTS:
Approximately 25 neighbors showed up to voice their opposition to a possible wedding venue at 2197 CR 1100 N which the Village has extra territorial jurisdiction over any use, zoning, special use and/or variance changes. After hearing their concerns, the board decided it was in the best interest of the community to not allow a wedding venue. Trustee Schluter made a motion to direct the village clerk to issue a letter to Champaign County confirming the Village's objection to the allowance of a wedding event venue at 2197 CR 1100 N Sidney, Illinois and otherwise exercise it's extraterritorial jurisdiction over any use, zoning, special use, and/or variance changes at 2197 CR 1100 N Sidney, Illinois. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.
Resident Cathy Thomas then approached the board with concerns about how Illinois American Water had torn up a portion of her yard and never repaired it so she is not able to mow there. The board told her that the Village is not allowed to work on any of their equipment and that she would have to call Illinois American Water to have them come out and fix it. Trustee Harris went an extra step and texted his contact at Illinois American Water regarding the problem to hopefully get it resolved quicker.
PRESIDENT ARRASMITH’S COMMENTS
Interim President Schluter began the meeting by asking for a motion to approve the minutes for the April 3rd, 2023 Board of Trustees regular monthly meeting. Trustee Harris moved that the minutes of the April 3rd, 2023 Board of Trustees regular monthly meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
Interim President Schluter then asked the board to approve the Village's contribution of $175 to participate in the Champaign County Electronics Recycling Event. Trustee Laurent made a motion to approve the Village's contribution of $175. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
Trustee Hooker then asked the board if they would approve a liquor license for Sidney Fun Daze from 5pm on Friday, July 28th until midnight on Saturday, July 29th 2023. Trustee Gadeken made a motion for the approval of a temporary liquor license presented to the Sidney Improvement Group on Friday, July 28th at 5pm until midnight on Saturday, July 29th 2023. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
ATTORNEY MILLER’S COMMENTS
Attorney Miller did not have any comments.
JEFF WYANT’S COMMENTS
Village Maintenance Supervisor Wyant reported that Dumpster Day went very well and that we had filled up 8 dumpsters. He then reported that the Village Maintenance Building is almost done and looks great; they ran short of one piece of tin and are waiting for it to come in. Supervisor Wyant stated that once they are finished siding the building, he will repaint the garage doors. He then reported that the new bleachers were all put together and placed out at Witt Park.
Supervisor Wyant then stated that he would like to trade in our 18 ft trailer and purchase a new 16ft trailer that would better suit the Village's needs. The one new trailer will replace the 18ft trailer and also the trailer that was stolen from the Village. He stated that with the trade in, a new one would cost $9,807.00 from Johnson Trailer Sales in Ogden. Clerk Fish also stated that ARPA Funds could be used to purchase the trailer. Trustee Gadeken made a motion to use up to $10,000 of the ARPA Funds to purchase a new trailer for the Village. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.
FINANCE REPORT
The financial reports were read by Trustee Hooker. Trustee Hooker made a motion to pay the bills; there were no additions. Trustee Harris seconded the motion; the motion passed with all ayes on roll call vote.
Trustee Hooker then stated that she would like to place flowers downtown again for the summer. Trustee Hooker made a motion to spend up to $1,000 to purchase flowers for downtown. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
STREETS AND ALLEY
Trustee Gadeken had nothing to report.
WATER/SEWER/UTILITY
Trustee Harris reported that the Village will be taking care of the drains and dealing with the flooding at Victory Park.
PUBLIC PROPERTY
Trustee Bickers reported that permit #754 for a garage at 315 South David and permit #755 for a fence at 201 West Byron were issued.
PARKS AND RECREATION
Trustee Laurent had nothing to report.
COMMUNITY DEVELOPMENT
Trustee Schluter said that Dan Moisson was on vacation, but will update the website when he returns.
