PUBLIC COMMENTS:
Reg Ankrom with Simec, LLC was present to explain how the new electric aggregate supplier will work. The Village has contracted with Homefiled energy at a rate of $8.663kh for the next 12 months; Ameren Illinois' rate was $11.833 at the time. However, on June 1st, Ameren lowered their rate to $7.877. He explained that residents can opt out of the Homefield energy contract if they wish; if they do this, they have 2 months to find a new supplier or they automatically get signed back up with Ameren for 12 months. Ameren can also raise their rates again come October 1st with no guarantee of what that rate will be. If residents wish to opt out, they can phone Homefield at 1-800-964-1262.
PRESIDENT ARRASMITH’S COMMENTS
President Arrasmith asked for a motion to approve the minutes for the May 1st, 2023 Board of Trustees meeting. Trustee Gadeken moved that the minutes of the May 1st, 2023 Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
President Arrasmith then asked the board members to look over the proposed design for the new water tower that Illinois American Water will be erecting this summer west of Casey's; they won't be painting it until the following year. The board member's approved the design with one change: switch the positions of the IAW logo and the Village of Sidney logo.
President Arrasmith then stated that the auditors suggested that we completely close the water fund account and transfer all the funds into the general fund account; there is just no need for the water fund account any longer. Trustee Bickers made a motion to close the water checking account and transfer the funds into the general checking account. Trustee Laurent seconded the motion; the motion passed with the majority of ayes, with Trustee Harris voting nay.
ATTORNEY MILLER’S COMMENTS
Attorney Miller was absent.
JEFF WYANT’S COMMENTS
Village Maintenance Supervisor Wyant stated that he noticed that the poles downtown had mounts for flags on them. He asked the board if the Village could purchase 10 flags for the poles downtown and leave them up from Memorial Day through Labor Day to celebrate the summer holidays and also for Fun Daze. Trustee Gadeken made a motion to spend up to $1,000 on American made flags that won't get tangled up. Trustee Laurent seconded the motion; the motion passed with all ayes.
Supervisor Wyant then stated that he cannot obtain a proper start date from B and B Construction out of Tilton to begin work replacing the roof of the Library. President Arrasmith advised that Clerk Fish send a copy of the contract to our lawyer to have them send a letter to B and B.
Supervisor Wyant reported that street signs were being stolen all over the Village; he drove around and counted even more missing today. He will report the theft to the County Sheriff's office and work on replacing the signs.
Supervisor Wyant also stated that our letters regarding mowing violations have been working well and that he will go around this month and get a list of the inoperable cars in the Village.
FINANCE REPORT
The financial reports were read by President Arrasmith since Trustee Hooker was absent. Trustee Bickers made a motion to pay the bills with the addition of $820 to Miller and Hendren. Trustee Gadeken seconded the motion; the motion passed with all ayes on roll call vote.
Trustee Schluter then spoke regarding an item that Trustee Hooker wanted to discuss that was on the agenda regarding a CD special at Longview Bank. Trustee Gadeken made a motion to rollover any cd that was coming due into a 9 month cd at a rate of 4.95%. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
STREETS AND ALLEY
Trustee Gadeken would like us to try hosting another Dumpster Day in October to see if that would assist residents in cleaning up their properties. President Arrasmith directed Supervisor Wyant to obtain pricing for the dumpsters and asked that it be placed on next month's agenda to approve.
WATER/SEWER/UTILITY
Trustee Harris asked if the Village had received the attachment that would allow us to mow the creek banks. President Arrasmith responded that we have and that it has been used twice to mow the creek banks already.
PUBLIC PROPERTY
Trustee Bickers reported that permit #'s 756-767 were granted to American Way Storage Sheds for 12 portable sheds that they placed on their property for a total of $600.
PARKS AND RECREATION
Trustee Laurent had nothing to report.
COMMUNITY DEVELOPMENT
Trustee Schluter said that Dan Moisson is back from vacation and has updated everything on the website.
Trustee Bickers made a motion to adjourn the meeting. Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote. The meeting was adjourned at 7:45pm.
