Trustee Schluter had a correction to the December minutes: on page 4, line 2, “in this league” was dropped. Trustee Arrasmith moved that the minutes of the December 4, 2017, Board of Trustees meeting be approved with the one correction. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote with President White also voting aye.

PRESIDENT WHITE'S COMMENTS
President White wanted it to be known to the residents that the Village would begin sending letters to owners of unlicensed or inoperable vehicles to move their vehicles per Village ordinance
Clerk Moore reminded trustees to file on line their statements of economic interest.
ATTORNEY MILLER'S COMMENTS:
President White presented the proposed ordinance on sexual harassment as prepared by Attorney Miller. Trustee Schluter moved that Ordinance No. 2018-01, an Ordinance Adopting a Policy to Prohibit Sexual Harassment, be adopted. Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote, with President White voting in favor.
EARL BENNETT'S REPORT
There was a water leak on James Court that was repaired.
Gerald Hartman had been here gathering information about the water system, but Supervisor Bennett has not heard back from him.
Another letter requesting access to homes that have an inside meter has been sent out with a final date to respond of January 12. Another letter written by Attorney Miller will be sent after that date, citing action that will be taken. Approximately 16 meters still need to be modified or changed.
The stop sign at David and Byron has been replaced.
Supervisor Bennett reminded the Board of the policy of not plowing snow unless there is two inches or more of accumulation. Salt has been spread at intersections.
There are still some problems with the new meter reading system, but they are being corrected. Bills will go out Thursday, January 4, because of these problems.
There were some questions about recording payments. Some general discussion followed.
Supervisor Bennett asked if anyone knew about summer ball signups. They usually start in February.
FINANCE REPORT
The financial reports were read by Trustee McCloud. She moved that the bills be paid with the addition of $1,200 to Miller-Hendren. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote with President White voting aye.
Trustee McCloud had passed along the library audit material to the Village auditor, and he is still reviewing it.
Trustee McCloud had talked to Marcia Clifford of General Code. They are preparing the manuscript now, which is a rough deraft of the Village's codes. It will be ready in early 2018. After we receive that, a committee will be formed to review it all.
STREETS AND ALLEY
No report as Trustee Finn was absent
WATER/SEWER/UTILITY
2,368,737 gallons of water were pumped in December with a daily average of 76,410 gallons.
$29,809.86 was received in December. 107 penalty bills were sent.
PUBLIC PROPERTY
No building permits were issued in December.
ESDA's siren was bown successfully today.
Trustee Arrasmith reported that he is working on details for a ossible tree planting policy that he presented last month. He needs more time to finalize the specifics.
There is a truck at 108 Maple Street that is parked on the road and presents safety issues. A letter will be sent to the owner.
PARKS AND RECREATION
Trustee Bickers was absent but it was mentioned that ball signups should be scheduled soon. Also, a person to run the concession stand needs to be hired.
COMMUNITY DEVELOPMENT
There was some discussion of the trustees' pictures being on the Village website.
