Trustee McCloud moved that the minutes of the December 5, 2016, Board of Trustees regular meeting be approved. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.

PRESIDENT WHITE'S COMMENTS
President White reported that the Illinois Commerce Commission had approved a 14.7 % rate increase for Illinois American Water beginning January 1, 2017. The Village had not planned on such a big increase when the Board approved a local water usage increase.
Five people have responded to the invitation to be on the zoning commission. Two have not. President White is going to check with them to see if they are still interested.
The Central Illinois Municipal Official Association will be January 19 in St. Joe, and President is planning on attending.
President White encouraged all trustees to fill out their Economic Interest Statements.
ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren was not present.
EARL BENNETT'S REPORT
Supervisor Bennett reported that the accounting for the motor fuel tax fund is being corrected and a procedure in place to ensure that only authorized charges are paid out of that account. There was a problem in coding that is being worked out. The account had been overdrawn by approximately $6,000.
FINANCE REPORT
The financial reports were read by Trustee McCloud. Trustee McCloud moved that the bills be paid. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.
STREETS AND ALLEY
No report
WATER/SEWER/UTILITY
2,655,404 gallons of water were pumped in December with a daily average of 85,658 gallons. For the year 2016, 36,200,456 gallons were pumped with a monthly average of 2,683,371 and a daily average of 88,017.
$19,911.91 was received in December with $116.67 in sewer planning money. Trustee Roberts explained that some sewer planning money was still coming in because of overdue payments. When all the overdue bills are paid, the sewer collection will go to zero. 106 penalty bills were sent.
PUBLIC PROPERTY
No building permits were issued in December.
Kevin Sanderson still has the tree trunk to cut down on the remaining tree on West Main Street and then he will cut down another at 202 East Main.
Trustee Arrasmith moved to have the hours of the Village Clerk posted on the front door of the Community Building and on the office window up to $200. Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote.
PARKS AND RECREATION
Trustee McCloud reported that Tyler Bickers is considering getting certified as a food handler. Right now the concession stand at Witt Park is out of compliance because no one is certified. Tyler would have to be state certified also.
The concession stand needs a new refrigerator and that is being pursued. The stand has new shelves that just need to be painted or sealed in some way. Otherwise, the concession stand is in good shape.
COMMUNITY DEVELOPMENT
Trustee Schluter reported that the web site is behind and did not have this meeting's agenda posted on it because Dan Moisson was out of town.
It was reported that Brett Bennett has been studying in preparation for taking the Class C water operator classification test.
