PUBLIC COMMENTS:
Sidney Improvement Group President Mike Roy wanted to thank Village Maintenance Supervisor Wyant and Village Maintenance Employee Terry Woodworth for all their help with the Christmas Decorations.
Trustee Harris stated that the Midstate Blaze travel softball team held a fundraiser and will be donating the money to the Village for the use of the Witt Park ball diamonds.
PRESIDENT ARRASMITH’S COMMENTS
President Arrasmith asked for a motion to approve the minutes for the November 1st, 2021 Board of Trustees regular meeting. Trustee Laurent moved that the minutes of the November 1st, 2021 Board of Trustees regular meeting be approved. Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote.
President Arrasmith then began by asking for motion to approve Ordinance #2021-05 “Amending Attachment 1, Table of Principal Uses and Special Uses” of the Village of Sidney Zoning Ordinance to Allow for Water Towers and Water Treatment Facilities by Right on Properties Zoned “C” Community Business”. He stated that the purpose of this ordinance was to allow for Illinois American Water to erect a water tower on the current Tin Cup property. A special meeting for public comment regarding this matter was held before the board meeting; there were no public comments. Trustee Laurent made a motion to approve Ordinance #2021-05. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.
President Arrasmith then asked for a motion to officially hire Terry Woodworth as Village Maintenance Employee. Trustee Gadeken made a motion to hire Terry Woodworth at an hourly wage of $20 with a performance review in 90 days. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
ATTORNEY MILLER’S COMMENTS
Attorney Miller didn’t have any comments.
JEFF WYANT’S COMMENTS
Village Maintenance Supervisor Wyant reported that they got the Christmas decorations and lights put up, the snow plows have been attached to the Village trucks, and he bought 3 heaters for Witt Park so the pipes won’t freeze. He then stated that Premier Cooperative had purchased three residential properties South of the elevator and they need to be rezoned to commercial. Attorney Miller advised that the elevator write us a letter with copies of the deeds requesting to change from residential to commercial and that they come and talk to the board during a meeting.
Supervisor Wyant then asked for approval to purchase a rotary broom for snow removal on Village sidewalks. He had received a quote of $5,850.00 for one from John Deere. The board members asked him to look into some cheaper alternatives for snow removal but decided to approve the money in case he couldn’t find anything. Trustee Bickers made a motion to approve up to $6,000 to spend on snow removal equipment. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
FINANCE REPORT
The financial reports were read by Trustee Hooker. Trustee Harris made a motion to pay the bills with the following additions: Champaign Multimedia Group for $1,119.12. Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote.
STREETS AND ALLEY
Trustee Gadeken did not have any comments.
WATER/SEWER/UTILITY
Trustee Harris did not have any comments.
PUBLIC PROPERTY
Trustee Bickers did not have any comments.
PARKS AND RECREATION
Trustee Laurent just wanted to thank Midstate Blaze for their donation.
COMMUNITY DEVELOPMENT
Trustee Schluter was absent.
Trustee Gadeken made a motion to adjourn the meeting. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote. The meeting was adjourned at 7:25pm.
