PUBLIC COMMENTS:
Resident Eric Coakley approached the board to ask for permission to block off a section of Byron Street by the Sidney Saloon on Saturday, August 28th for a benefit for a coworker that has cancer that he is putting together. The board said that was fine.
Resident Joe Gordon then spoke next about the speeding issue on South Sunset Street. He asked if the Village could install speed bumps or do something about it. The board did not agree with speed bumps since damage to vehicles might result in the Village getting sued, however, Trustee Gadeken said he will look into doing something to try to control the problem.
Resident Mike Roy then spoke to the board to see if there was anything that could be done regarding the abandoned house at 313 East Byron. The board stated that there was not much they could do other than enforce the mowing and stagnant water ordinance.
PRESIDENT ARRASMITH’S COMMENTS
President Arrasmith asked for a motion to approve the minutes for the July 6th, 2021 Board of Trustees regular meeting. Trustee Gadeken moved that the minutes of the July 6th, 2021 Board of Trustees regular meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
President Arrasmith then stated that he had received a form from State Farm regarding the building at 203 South David that recently had a fire. They will withhold a portion of the insured’s settlement to make sure that the building gets properly taken care of. He received an estimate that it would cost approx. $50,000 to raze it. Attorney Miller advised that they request 1 ½ times that amount just to be safe. Trustee Laurent made a motion to have State Farm hold back $75,000 of the settlement for the Village. Trustee Gadeken seconded the motion; the motion passed with all eyes on a roll call vote.
President Arrasmith then stated that there had been interest from residents about advertising people’s birthdays, etc on the Village sign. The board decided that only people who have rented the building for that day may do so for a $20 fee.
Clerk Fish then asked for permission to attend her annual clerk training at the Municipal Clerk Institute the week of Oct. 10th-16th. Trustee Laurent made a motion to approve up to $2,000 for her clerk training. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
ATTORNEY MILLER’S COMMENTS
Attorney Miller did not have any comments.
JEFF WYANT’S COMMENTS
Village Maintenance Supervisor Wyant stated that he had painted curbs downtown and gotten the Village ready for Fun Daze. He plans to paint the bus shelters that were built at the Community Building maroon and gray. They still haven’t received one of the new lawn mowers and he also needs to look into pricing a bagger for one of them.
FINANCE REPORT
The financial reports were read by Trustee Hooker. Trustee Hooker moved that the bills be paid with the additions of Progressive Propane for $128.27, Continental Research Corporation for $226.35, Illini Contractor’s Supply for $20, Illinois American Water for $32.65, Illinois American Water for $33.18, S & K Fencing for $116, Miller and Hendren for $185, and Casey’s for $461.28. Trustee Laurent seconded the motion. The motion carried with all ayes on a roll call vote.
STREETS AND ALLEY
Mike Friend with Farnsworth Group reported that they are waiting for a date on the seal coat job in the Northwest section of town and that the paperwork has been approved.
WATER/SEWER/UTILITY
Trustee Harris was absent.
PUBLIC PROPERTY
Trustee Bickers was absent.
PARKS AND RECREATION
Trustee Laurent then stated that they were having an issue with an individual being disruptive at the baseball games at Witt Park. He stated that if this individual continued to be a problem, then the police should be called.
COMMUNITY DEVELOPMENT
Trustee Schluter was absent.
Trustee Gadeken made a motion to adjourn the meeting. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote. The meeting was adjourned at 7:40pm.
