PUBLIC COMMENTS:
Resident Kurt Foster commented that the Sheriff's department caught the people responsible for the trailer thefts in the area. He also reported that the SIG Easter Egg Hunt was moved to the library due to the weather. Lastly he wanted to remind people to vote tomorrow.
PRESIDENT ARRASMITH’S COMMENTS
President Arrasmith asked for a motion to approve the minutes for the March 13th, 2023 Board of Trustees special meeting. Trustee Schluter moved that the minutes of the March 13th, 2023 Board of Trustees special meeting be approved. Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote.
President Arrasmith then asked for approval of the proposed 2023-2024 Board of Trustees meeting dates. Trustee Schluter made a motion to approve the proposed meeting dates. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
President Arrasmith then asked the board members to review the proposed Appropriations Ordinance. The board members had no changes so Attorney Miller stated that they could just go ahead and approve it. Trustee Laurent made a motion to approve Ordinance # 2023-02 “Annual Appropriations Ordinance for 2023-2024.” Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
ATTORNEY MILLER’S COMMENTS
Attorney Miller did not have any comments.
JEFF WYANT’S COMMENTS
Village Maintenance Supervisor Wyant reported that he had received bids to replace the roof of the Sidney Community Library building because it's been leaking. Supervisor Wyant stated that the roof had been replaced eight years ago at a cost of $27,750 but has had issues ever since and the warranty has expired. He received bids to put a new roof on the building. B and B Construction was $27,500 with a warranty on labor for 84 months and materials for 25 years; White Roofing was $35,860.94 with a 2 year workmanship warranty; Bash and Pepper Roofing was $44,200 with a 20 year material warranty; and Freedom Roofing had 3 different bids with a difference in materials for $28,663.87, $31,531.77, $43,615.57 with a 20 year no dollar limit warranty. After much discussion, Trustee Gadeken made a motion to award the bid to B and B Construction. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
Supervisor Wyant also reported that he received two bids back to install the gifted generator in the Maintenance Building. He received a bid from Kruts Electric for $22,000 and from Davis Electric for $8,422. Trustee Laurent made a motion to award the bid to Davis Electric. Trustee Schluter seconded the motion; the motion passed with all ayes on a roll call vote.
FINANCE REPORT
The financial reports were read by Trustee Hooker. Trustee Hooker made a motion to pay the bills with the additions of Don's Automotive for $262.46, Martin Equipment for $91.96, Caseys for $248, and Continental Research Corporation for $496.25. Trustee Laurent seconded the motion; the motion passed with all ayes on roll call vote.
STREETS AND ALLEY
Trustee Gadeken stated that portions of Dunlap Woods and White Street are going to be oil and chipped this summer. Trustee Gadeken asked the board to approve up to $55,000 for this year's oil and chip. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
Trustee Gadeken then reported that some smaller sections of sidewalk will need to be replaced this year, however, Village Maintenance Supervisor Wyant will take care of those.
WATER/SEWER/UTILITY
Trustee Harris was absent.
PUBLIC PROPERTY
Trustee Bickers was absent.
PARKS AND RECREATION
Trustee Laurent reported that the water is turned on at Witt Park and the bathrooms are open now and that Trustee Harris is working on the best way to repair the batting cage.
COMMUNITY DEVELOPMENT
Trustee Schluter wanted to give a shout out to ESDA Director Pete Mantell for keeping us residents updated on serious weather conditions. He also stated that he was behind on updating the website but will take care of it.
NEW BUSINESS
President Arrasmith wished Trustee Schluter good luck on his retirement from the Village Board after serving for 8 years and presented him with a certificate of appreciation.
Trustee Gadeken made a motion to adjourn the meeting. Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote. The meeting was adjourned at 7:31pm.
