A motion was made by Trustee Arrasmith and seconded by Trustee Roberts to approve the minutes of the October 7, 2013, meeting. Motion carried with all ayes on a roll call vote.
Joey Rosnett had written an e-mail to the Village about a problem he was having with his neighbor putting material next to the fence between the two properties, so much so that it was bulging out the fence, which belongs to Rosnett. Sarah Rosnett was at the Board meeting to personally tell of the problem. After discussion, the Board directed the Village Clerk to send a letter to Robert Picklesimer asking him to remove the junk on his propety.
PRESIDENT WHITE'S COMMENTS
No information was received from the Tolono Soccer League so the matter was dropped.
President White had received a letter from SIMEC telling about a program for aggregation of the gas for municipal buildings. SIMEC is gathering information now and enlisting municipalities to participate in the program.
President White asked that the Trustees consider connecting the maintenance building with the community building for internet service. It would cost $300 initially but would be a savings of $71 a month. President White was directed to pursue this.
ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren presented the Tax Levy Ordinance, which would raise the levy by $1,000 to go to the liability insurance fund as decided last month by the Board. Trustee Roberts moved the the 2013-2014 Annual Tax Levy Ordinance 2013-6 as presented by Attorney Hendren be adopted. Trustee Osterbur seconded the motion. All three Trustees and President White voted for the motion; motion passed. Attorney Hendren said he would file the Ordinance, along with the Truth in Taxation paper and the Summary of the Tax Levy, with the Champaign County Clerk.
EARL BENNETT'S REPORT
Water service to 512 Witt Park Road has been completed.
The mowers ordered for the Village have been delivered.
The Village sustained limb damage from the latest storm but nothing major.
Both concrete projects have been completed , the steps and the sidewalk by the Sidney Saloon. Jeff Kalk helped at no charge, and Supervisor Bennett suggested that the Village give him a gift certificate. Trustee Osterbur moved that the Village give Jeff Kalk a $50 gift certificate to Casey's. Trustee Arrasmith seconded the motion. The motion carried with all ayes, including President White. Supervisor Bennett will purchase the certificate and Clerk Moore will write the thank-you note.
Treasurer Riley, in the absence of Trustee Catron, read account balances in each account. Trustee Arrasmith made a motion to pay bills from the proper accounts as presented with the following additions: $175.23 to the Sidney Post Office and $350.00 to Miller and Hendren. Trustee Roberts seconded the motion. Motion carried as all trustees present and the President voted aye to a roll call vote.
Treasurer Riley also announced that she had received notification that Comcast will now have a $1.50 monthly rebroadcast fee.
STREETS AND ALLEY
The street light at Harrison and Alley is in.
Two other street lights have been repaired.
Some vandalism to a stop sign was noted. Supervisor Bennett said that the only remedy was to replace the sign. It was decided not to do anything because of the cost.
2,676,495 gallons of water were pumped in November with a daily average of 89,216 gallons.
$28,501.52 was received in November with $9,852.86 in sewer planning money. 100 penalty bills were sent and 10 shutoffs.
No permits were issued in November.
PARKS AND RECREATION
The roof on the pavilion at the Lions Club park will need to be repaired.
Trustee Arrasmith presented material on the Illinois Public Works Mutual Aid Network. It is a resource for municipalities. There is on-line training and five days of free help in case of an emergency from other members of the network. The cost is $100 a year. Trustee Arrasmith moved that the Village of Sidney submit an application to join IPWMAN. Trustee Osterbur seconded the motion. Motion carried with all ayes from the trustees and the President. Trustee Arrasmith, Supervisor Bennett, and Clerk Moore will work on the application.
OLD AND NEW BUSINESS
Becky Lauer has a check for the Disaster Relief Fund. It was decided to set up a separate fund for this account.
Codification was on the agenda, but it was postponed to give Trustee Burr time to familiarize herself with it and to look at companies that provide the service.
Supervisor Bennett said that he bought salt from Berry's Nursery, and it was 20 cents per pound cheaper and delivered.
The Library appropriation was read by the Board and will be filed.
Trustee Osterbur moved that the Board go into closed session to discuss compensation for employees. Trustee Arrasmith seconded the motion. Motion carried with all trustees and President White voting in favor.

Board came out of closed session at 7:53 p.m. Trustee Arrasmith moved that full-time employees, Supervisor of Operations, Treasurer, and Clerk, be paid $150 for year-end compensation and part-time employees, Maintenance Helper, Deputy Clerk, Custodian, and summer help, be paid $75. Trustee Roberts seconded the motion. Motion carried with the three trustees present and President White voting aye on a roll call vote.
